The Opportunity:

Evidence is the foundation of every sound modernization decision. As a Data Analyst on our FEMA ITSA program, you will serve as a critical investigator and documenter—gathering stakeholder insights, system evidence, and operational data that transform complex IT environments into clear, actionable assessments. Your meticulous work will ensure that every finding, every score, and every recommendation is traceable to authoritative evidence, building the transparency and defensibility that FEMA leadership needs to make confident portfolio decisions.

You'll conduct structured interviews with system owners and users across FEMA headquarters and regional offices, capturing the operational realities that documents alone cannot reveal. You'll organize architecture artifacts, performance metrics, data flows, and integration inventories into coherent evidence packages that support rigorous analysis. Your documentation will feed scoring rubrics, confidence indicators, and validation cycles—ensuring the assessment reflects ground truth, not assumptions.

This role is ideal for a detail-oriented analyst who thrives on investigation, organization, and communication. You'll work alongside senior architects and mission analysts, contributing essential research and documentation that enables the team to deliver a comprehensive, evidence-based assessment of FEMA's IT portfolio.

Responsibilities:

Stakeholder Engagement & Evidence Collection:

• Conduct structured interviews, facilitated sessions, and questionnaires with system owners, program offices, technical leads, and end users
• Capture detailed information on frequency and purpose of system use, user populations served, and stakeholder communities
• Document operational context including mission dependencies, business criticality, and surge vs. steady-state usage patterns
• Elicit information about pain points, workarounds, manual processes, and barriers to adoption or modernization
• Build rapport with stakeholders to gather candid insights about system performance, usability, and improvement needs
• Coordinate interview scheduling, prepare discussion guides, and facilitate productive discovery conversations

Documentation Gathering & Organization:

• Collect comprehensive system documentation including architecture diagrams, system design documents, interface specifications, and technical manuals
• Gather operational artifacts including Standard Operating Procedures (SOPs), user guides, training materials, and process workflows
• Obtain performance metrics, system availability reports, incident logs, and service level agreement (SLA) tracking data
• Request and organize security documentation including Authority to Operate (ATO) packages, security control matrices, and assessment reports
• Collect cost and investment data including O&M budgets, licensing agreements, contractor support arrangements, and financial reports
• Maintain organized evidence repositories with version control, metadata tagging, and traceability to assessment findings

Evidence Log & Traceability Management:

• Develop and maintain comprehensive evidence logs linking documentation to specific assessment findings and recommendations
• Ensure traceability from raw evidence through analysis to conclusions, supporting audit trails and defensibility
• Document evidence quality, source authority, and confidence levels (authoritative vs. anecdotal vs. inferred)
• Track evidence gaps, identify missing documentation, and coordinate follow-up requests with stakeholders
• Maintain chain of custody for procurement-sensitive, FOUO, or controlled unclassified information
• Organize evidence packages for quality review, Government validation, and final deliverable preparation
  

Data Flow & Integration Analysis Support:

• Assist with data flow diagram development documenting how information moves between systems, users, and external partners
• Support integration inventory creation including upstream/downstream dependencies, interface types, and data exchange frequencies
• Document manual workarounds, spreadsheet-based integrations, and shadow IT that signal integration gaps
• Note duplicative data entry requirements, redundant data storage, and opportunities for consolidation
• Capture API usage, file transfer patterns, and batch processing schedules
• Identify undocumented interfaces and informal data sharing practices
  

Qualifications:

Required:

• Bachelor's degree and 7+ years of analytical or technical experience supporting complex projects or programs
  

• Strong interviewing skills with the ability to elicit detailed, accurate information from diverse stakeholder groups
• Exceptional documentation skills including the ability to synthesize information from multiple sources into clear, organized narratives
• Proficiency with Microsoft Office Suite (Excel for data analysis and tracking, Word for documentation, PowerPoint for presentations)
• Experience with visualization tools for creating diagrams, process flows, and data presentations
• Detail-oriented with strong organizational skills and ability to manage multiple information streams simultaneously
• Effective written and verbal communication skills; ability to interact professionally with technical and non-technical audiences
• Self-starter who can work independently while also collaborating effectively within a team environment
• Ability to obtain DHS Entry on Duty (EOD) clearance

Desired:

• Experience supporting federal IT assessments, portfolio reviews, or program evaluations
  

• Background working with DHS, FEMA, or other federal civilian agencies
• Familiarity with federal IT frameworks including NIST, OMB guidance, and federal acquisition
• Experience with business intelligence or reporting tools (Tableau, Power BI, or similar)
• Knowledge of requirements elicitation techniques and business analysis methodologies
• Exposure to Agile or project management methodologies
• Understanding of federal budget and acquisition processes
• Prior experience working in hybrid team environments supporting government clients
• Familiarity with federal security protocols and handling sensitive information (CUI, FOUO)

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$75,200-$158,100
