Responsible for the supervision of staff including appraisals, planning and directing work, approving leave, and having the authority for hiring and taking disciplinary action or effectively recommending such actions. Employee activity records (EARS), and travel vouchers. This position involves work directing, planning, monitoring, and evaluating a pharmacy program. This position is responsible for developing and coordinating the Pharmacy Services within the Department of Health in Duval County, including managing the department's budget. This position may also be responsible for direct patient care (administering medications or vaccinations). Public Health Competency Domain 1: Analytical/Assessment skills Analyzes data and uses problem solving skills while working within a team environment. Provides guidance regarding appropriate community resources. Serve as a consultant to the pharmacists, pharmacy technicians, medical providers, and clinical staff. Dispense prescriptions in accordance with various programs that the Health Department supports (ie: HIV/AIDS, Tuberculosis, Family Planning, Sexually Transmitted Diseases, Epilepsy, Insulin, etc.). Duties include data entry of prescription information, dispensing medications, quality assurance, providing medication education and counseling to patients, and providing clinical assessment that is necessary to ensure patient safety and improve compliance. Provides drug information to health care professionals and/or clients as well as patient consultation. Instruct patients (and/or parents) on medication administration techniques as applicable. Maintains and monitors the records and medication profiles of patients enrolled in various programs. Prepares and coordinates the appropriate pay sources, program codes and forms for proper pharmacy billing. Maintains a perpetual inventory control system for drugs and other items as appropriate. Orders drugs from wholesaler or supplier on a daily basis (or as required). Performs all duties and responsibilities as defined by the Florida Board of Pharmacy. Generates and/or reviews monthly reports of the different programs to monitor expenditures and ensure accuracy. Reports any problems/deficiencies to the Medical Executive Director and helps to develop solutions. Reads and evaluates pharmacy literature and medical journals to keep informed of new developments related to all pharmaceutical operation. Public Health Competency Domain 2: Policy development/Program planning skills Drives a culture of achievement and fosters a quality focus in the Pharmacy program. Establishes program work plans, standards, strategies, and goals that exceed program performance measures. Monitors and evaluates program and team member progress toward performance measures. Identifies and executes opportunities for improvement. Ensures formulation of, adherence to, and updating of policies and procedures related to pharmacy services. Leads, assures, and documents coordination and implementation of pharmacy related service activities to identified high-risk populations (i.e. HIV patients, behavioral health patients). Coordinates and implements pharmacy-related training for department and team personnel, professional groups (i.e., county/state & health facilities), and community partners. Implements and participates in quality assurance functions (i.e., monthly program reviews, inventory, audits, and team member evaluations). Nurtures talent of team members. Confirms program strategies, standards, revenues, and expenditures are linked to the DOH-Duval spending plan. Appropriately plans to meet facility and major equipment needs. Assists in the hiring, orientation and onboarding of new team members. Properly supports team members in their daily duties, growth and development, motivation, rewards and recognition, and performance evaluations. Ensure and attend team meetings regularly. Assists in research, grant writing, and academic presentations regarding pharmacy related topics. Prepares reports accordingly. Explores local resources and meets with alternative service delivery providers to promote client access to health care through community agency collaboration. Cultivates and maintains professional affiliations with colleagues and other community and state agencies. Represents DOH-Duval at local meetings, state conferences, coalitions, workshops, and seminars regarding pharmacy related issues. Attends provider meetings, in-services, seminars and trainings for self improvement, increased competency, and retention of skills. Participates in orientation and staff development programs for persons assisting with client care. Provides quality educational opportunities for students. Qualifications: Minimum: Doctor of Pharmacy with an active and in good standing license in the state of Florida in accordance with Chapter 465 of the Florida Statute. A valid driver’s license. Preferred: A preferred candidate has managed/supervised a pharmacy program in a hospital, retail, or ambulatory setting for at least two years. A preferred candidate has experience managing departmental budgets for at least two years. A preferred candidate has a certification to administer immunizations or a medication therapy management certification.
