Primary Purpose:

The Director of Facilities provides strategic leadership, planning, and oversight of all district facilities. Key accountabilities include long range planning, facility maintenance, custodial services, grounds, capital improvements, and facility operations. This position ensures district facilities are safe, efficient, compliant, and supportive of student achievement while protecting the district's investment in its physical assets. The position serves as a key advisor to district leadership regarding facility planning, bond implementation, maintenance strategies, and operational excellence. The director will be expected to focus on customer-service, collaboration, and proactive facility management.

Special Knowledge Skills:

Major Responsibilities and Duties:

Building Maintenance and Repair

1. Coordinate and oversee maintenance, repair and capital projects for the district.
2. Direct all maintenance, custodial, grounds, warehouse and facilities support operations.
3. Serve as maintenance consultant to architects, engineers, and consultants to develop, review, and finalize project plans, drawings, schematics, and specifications.
4. Consult with city, county, state, and federal officials to ensure conformity with codes and ordinances regulating district construction projects.
5. Conduct on-site inspection of construction projects to ensure conformance with construction documents, programs, and needs.
6. Consult with faculty, administrative staff, and community concerning program preparation and design needs.
7. Inspect existing facilities and make recommendations for improvements as needed.
8. Establish and recommend priorities for repair projects (liaison between requestor and Maintenance department.
9. Coordinate transition of building operation from general contractor to district upon acceptance of a facility.
10. Record and report all warranty times and make final warranty check prior to end of warranty periods.
11. Receive and process work orders for repair and maintenance of buildings.
12. Develop and maintain written departmental procedures for maintenance, repair, operations, and security of all district buildings and equipment.
13. Prepare plans and specifications for contracted repair work and site improvement for submission to purchasing department for bids.
14. Plan and oversee effective procedures for efficient use of utilities and energy.
15. Develop procedures for necessary upgrades in electrical and mechanical (replacement schedule).
16. Oversee utility management programs and identify opportunities for operational efficiencies and cost savings.

Policy, Reports, and Law

17. Implement federal and state law, State Board of Education rule, and local board policy in maintenance area.
18. Present facilities reports and recommendations to district leadership and the Board of Trustees.
19. Compile, maintain, and file all reports, records, and other documents required in maintenance area.
20. Coordinate the storage and handling of construction documents for long term storage.
21. Prepare data necessary to process maintenance payroll (timeclock).

Budget and Inventory

22. Administer maintenance budget and ensure that programs are cost-effective and funds are managed prudently.
23. Compile budgets and cost estimates based on documented program needs.
24. Plan and direct inventory and stock control program for equipment and supplies.
25. Work with Project Coordinator to initiate purchase orders and bids in accordance with budgetary limitations and district policies.
26. Approve and forward invoices and purchase orders for maintenance department to accounting department.
27. Recommend disposal of obsolete equipment and purchase replacement equipment when necessary.
28. Estimate cost of capital and repair projects, including labor, materials, and other related costs.
29. Direct the preparation of bidding documents, including notice and instructions to bidders, drawings, and specifications.
30. Direct the evaluation of formal bids and make recommendations for the awarding of contracts for school board approval.
31. Review and approve requests for payment from contractor(s) and designer(s).
32. Ensure that programs are cost effective and funds are managed wisely.

Personnel Management

33. Foster a culture of accountability, customer service, safety and continuous improvement.
34. Promote positive employee relations and professional growth.
35. Develop leadership capacity amount supervisors and managers.
36. Oversee maintenance supervisors and lead technicians.
37. Review assigned work to maintenance personnel and oversee completion.
38. Prepare, review, and revise job descriptions in maintenance department.
39. Evaluate job performance of employees to ensure effectiveness.
40. Recruit, train, and supervise maintenance personnel and make sound recommendations about personnel placement, transfer, retention, and dismissal.

Safety

41. Maintain safety standard in conformance with federal, state, and insurance regulations and develop a program of preventive safety.
42. Ensure that equipment is maintained in operating and optimum condition.

Other

43. Perform disaster duty when needed and after hours work when required.
44. Attend professional growth activities to keep abreast of innovative techniques in maintenance operations.
45. Build systems for maintenance and development that include HVAC, electrical, plumbing, roofing, grounds, interior finishes and automation controls.
46. Keep abreast of changes in construction law, state bidding practices, federal, state and local facility regulations.

Supervisory Responsibility
Supervise and evaluate performance on central maintenance personnel and secretary.

Qualifications:

Experience/Education/Certification:
Bachelor’s degree in Facilities Management, Construction Management, Engineering, Architecture, Business Administration, Public Administration or related field required
Master’s degree preferred
Minimum of seven (7) years of facilities, maintenance, construction of operations experience
Minimum of five (5) years of supervisory or leadership experience
Experience in a Texas public school district strongly preferred
Texas Asbestos Management Planner or related compliance certification
