Salary Grade 61 Salary Range: $35,797 - $62,091 General Description of Duties The purpose of this position is to prepare and submit insurance claims for all clinical services; maintain files and generate reports for the review and analysis of clinical programs; and maintain communication among disciplines to ensure programs function smoothly and efficiently. This position also supervises Management Support staff assigned to registration and patient processing within the clinic and serves as the Medical Records Supervisor, maintaining accurate and confidential medical records. Essential Duties and Responsibilities Enter clinical encounter forms daily. Submit clinical insurance billing weekly. Generate Medicaid billing through Electronic Data Interchange (EDI) as encounter forms are posted. Send monthly financial statements to patients with unpaid balances within the first ten days of each month. Generate and file insurance claims weekly or monthly, including follow-up actions, correspondence with insurance companies, and responses to inquiries to ensure proper payment. Post all payments and adjustments daily and maintain files for future reference. File bad debts with the NC Debt Recoupment Program, including notifying patients, submitting files to the State Department of Revenue, and posting recouped payments received by the Health Department. Records and Reports Enter patient visits into the computer system using clinical encounter forms. Prepare and review reports including Aged Accounts Receivable reports (AR425 & AR410), Client Balance reports, month-end reports, patient statistical data, revenue reports, and year-to-date revenue summaries. Ensure all financial information and postings are accurate so reports balance correctly. Compile financial information and compose billing statements and related correspondence as needed. Public Contact and Communication Communicate effectively with clinic nurses regarding patient chart information. Handle telephone inquiries and written correspondence involving patient information, billing, and insurance matters. Communicate with Medicare, Medicaid, private insurance companies, and patients regarding claims, billing issues, and account balances. Utilize personal computers to enter patient and medical information, process daily visits, enter payments and adjustments, and generate reports and insurance claims. Maintain current patient files containing confidential patient and insurance information in accordance with Health Department policies. Maintain Medicare, Medicaid, private insurance, and private pay claims filed by month for future reference. Supervision and Administration Supervise registration and patient processing activities within the clinic. Create and update patient schedules in accordance with approved management schedules. Ensure staff follow scheduling and registration procedures outlined in the Anson County Policy and Procedure Manual. Medical Records Supervise the safety and security of medical records and ensure compliance with NC State Archive Record and Retention Policies. Process and respond to medical record requests and ensure billing compliance according to medical records policies. Serve as HIPAA Compliance Officer for the Health Department. Additional Duties Serve as clerical backup for the front office in all clinics as needed. Perform preparedness and emergency response activities as required. Perform additional duties as assigned or required. Minimum Training and Experience A high school diploma and 3 years of clerical experience are required.
