Position Overview
We are seeking an experienced Project Manager to lead affordable housing construction projects from predevelopment through closeout. The ideal candidate will combine deep technical construction management expertise with hands-on experience in affordable housing financing, regulatory compliance, and community engagement. This role requires strong leadership in budgeting, schedule control, coordination with lenders and syndicators, and collaboration with architects, engineers, contractors and local agencies to deliver safe, code-compliant, cost-effective projects on schedule.

Key Responsibilities

• Lead overall project delivery for affordable housing developments from preconstruction through construction closeout, ensuring alignment with financing, regulatory and owner requirements.
• Coordinate financing and lender relations, including draw requests, covenant reporting, syndication timelines and construction lender requirements.
• Manage project schedule using CPM methodologies; develop and maintain detailed schedules in Primavera P6 and Microsoft Project and monitor schedule performance (EVM).
• Prepare and manage project budgets, cost estimates, cash flow forecasts, cost control and earned value management reporting.
• Oversee contract administration, change order management, procurement and bidding processes; negotiate scopes and pricing with general contractors and major subcontractors.
• Coordinate general contractor and subcontractor selection, performance management, compliance tracking and dispute resolution.
• Administer construction draw management and certify payment applications in coordination with lenders and owner representatives.
• Ensure regulatory compliance including IBC, local building and zoning codes, ADA, IECC/energy codes, accessibility and affordable housing program requirements.
• Manage permitting process and coordination with agencies to obtain entitlements, permits and inspections on schedule.
• Conduct site inspections, manage quality control/assurance programs, maintain punch lists and oversee commissioning activities.
• Direct safety management programs in accordance with OSHA requirements and project-specific safety plans; lead risk management and mitigation efforts.
• Coordinate environmental site assessment activities (Phase I/II), geotechnical investigations and mitigation of site constraints.
• Oversee MEP coordination (HVAC, plumbing, electrical), structural/foundation and fire protection/sprinkler systems integration; coordinate elevator scope as required.
• Lead construction closeout activities including record documentation, warranties, O&M manuals, FF&E coordination and final inspections.
• Serve as primary point of contact for stakeholders and community engagement; organize and lead public meetings and briefings as needed.
• Manage document control, submittal and RFI processes; review shop drawings and maintain project records using Bluebeam, Procore and other document platforms.
• Implement quality assurance processes and conduct inspections to ensure compliance with design documents and contract specifications.
• Provide leadership to project teams, mentor staff and coordinate consultants (architects, engineers, civil, landscape, specialty consultants).
• Monitor and report project performance to owners, investors and lenders; prepare executive summaries, dashboards and variance analyses.
• Leverage BIM/AutoCAD/Revit and GIS deliverables for coordination and constructability review when required.

Qualifications

• Bachelors degree in Construction Management, Engineering, Architecture or related field; advanced degree a plus.
• Minimum 3+ years of progressive construction project management experience with a focus on affordable housing development and multi-family construction.
• Proven experience managing projects with complex financing structures, lender coordination, syndication and LIHTC or other affordable housing programs.
• Strong knowledge of regulatory compliance: IBC, local zoning, ADA, IECC/energy codes and affordable housing program requirements.
• Proficiency with Primavera P6, Microsoft Project, Procore, Bluebeam, Sage/Timberline (or equivalent), CPM scheduling, earned value management and advanced Excel for forecasting and reporting.
• Demonstrated experience with budgeting, cost estimating, cost control, change order management and construction draw administration.
• Experience with and document/RFI/submittal management systems.
• Familiarity with AutoCAD, Revit/BIM and GIS for coordination and review.
• Experience coordinating environmental site assessments (Phase I/II), geotechnical investigations, MEP, structural and fire protection disciplines.
• Strong contract administration, procurement and bidding experience; ability to negotiate with contractors and suppliers.
• Excellent leadership, communication, stakeholder engagement and public meeting facilitation skills.

• Certifications such as PMP, CCM, or OSHA 30 are preferred.
