Payroll Support Specialist

Job Title

The Personnel Commission announces an OPEN and PROMOTIONAL recruitment. This recruitment will result in the establishment of one integrated eligibility list. Promotional candidates will have seniority points added to final passing scores (.25 of a point for every year of classified service up to a maximum of 5 points). This list will be used to fill current and future vacancies and will be active for one year or until canceled. There is currently ONE position open in the Payroll Department. This is an 8 hour/day, 12 month position. Under the direction of an assigned supervisor, assure the accuracy and compliance of reports, time sheets, and spreadsheets; assure accurate program and funds distribution; and provide State and District personnel with requested information necessary for providing timely and accurate payment of district employees.

Requirements / Qualifications

Any combination of education, training, and experience equivalent to graduation from high school or equivalent, preferably supplemented by course work in basic accounting and payroll procedures and two years of increasingly responsible experience in the maintenance of financial, statistical, or payroll records. Public sector payroll experience is preferred. Knowledge of Applicable federal and state laws, Education Code, labor contracts, and District rules and regulations. General accounting and payroll auditing including the preparation of payroll reports. Methods, practices, and terminology used in accounting and payroll recordkeeping. Modern office methods, practices, and equipment. Financial and statistical recordkeeping techniques. Tax withholding, voluntary deductions, and employee benefits related to payroll. Operation of a computer and assigned software. Applicable laws, codes, rules, and regulations. Telephone techniques and etiquette. Interpersonal skills using tact, patience, and courtesy. Correct English usage, grammar, spelling, punctuation, and vocabulary. Oral and written communications skills. Mathematical computations.

Ability to Learn, understand, apply, and interpret bargaining unit contract regulations, leave and pay provisions of the California Education Code, federal and state tax laws, retirement system regulations, Governing Board, and County Department of Education payroll procedures. Read, understand, interpret, and explain technical rules and regulations. Post data and make arithmetical computations rapidly and accurately. Operate a variety of office machines and equipment such as a calculator, copier, computers, and related software. Compile and maintain accurate and complete records and reports. Perform complex payroll work independently. Prepare and maintain financial records and reports. Work confidentially with discretion and maintain confidentiality of employee and payroll information. Establish and maintain cooperative and effective working relationships with others. Type or input data accurately. Meet schedules and timelines. Communicate effectively orally and in writing. Communicate with diverse groups and individuals.
