Job Summary The position is located in the Martin Luther King Memorial Library Office of Public Safety/Police (OPS). The incumbent is responsible for providing safety and security for District of Columbia Government library guests, staff, and property. The library campus comprises 25 neighborhood libraries and the MLK central library. The Supervisory Special Police Officer oversees all uniformed Public Safety personnel in OPS, including supervisors assigned to a particular squad. The incumbent assists in creating a culture where responsibility for safety and security is shared by staff, management, and the public. Major Duties and Responsibilities Directly supervise one lieutenant and two sergeants; manage schedules and ensure coverage. Adjust schedules in response to security needs or instructions from superiors. Review post and shift records to ensure proper assignments and efficient responses. Prepare and submit reports to the Chief of Police. Analyze incident reports and DCPL crime data; coordinate with MPD and other agencies. Conduct safety security checks at all branches; develop policies, directives, and procedures. Oversee equipment budget and ensure officers are properly equipped. Work with library managers to identify operational problems and threats. Develop evacuation plans; perform unannounced inspections. Coordinate special police assignments based on incidents and deterrence. Promote security awareness among patrons and employees. Manage technology security equipment and systems for DCPL branches. Serve on DCPL committees and management teams as requested. Establish incident command and assign officers during critical incidents. Perform other duties as assigned by the Director of Public Safety. Minimum Qualification Requirements High school diploma or GED with 10 years of relevant experience, 5 of which at managerial level; or Associate’s degree with 8 years of relevant experience, 4 at managerial level; or Bachelor’s degree in criminal justice, law enforcement, public safety administration or related field with 6 years of experience, 3 at managerial level. Additional requirements: U.S. Citizenship. Valid unrestricted motor vehicle license issued by state of residence. Special Police Officer Commission from Metropolitan Police Department for carrying a firearm; must qualify annually. Good physical and mental condition to perform duties. Availability for rotating shifts, including weekends. Effective communication in oral and written form. High level of ethics and professional appearance. Ability to work with juveniles and conduct investigations. Proficiency with computers and electronic equipment. Licenses and Certifications The incumbent must possess and maintain a valid motor vehicle license issued by the state of residence and a Special Police Officer Commission from the Metropolitan Police Department for carrying a firearm, with annual qualification required. Working Conditions Physical activity such as walking, climbing stairs, standing or sitting for long periods; working in inclement weather conditions.
