Investment & Operations Manager

Chesterfield County is seeking a forward thinking, detail driven Investment & Operations Manager to join the Treasurer's Office. This leadership role directly supports the County's mission by safeguarding public financial resources and driving strong investment performance that benefits our residents and long-term financial stability.

The position oversees county-wide investment activities, cash flow management, and key administrative functions within the Treasurer's Office. This role requires strategic insight, advanced analytical ability, and the confidence to make independent financial decisions in a dynamic environment. The position also provides leadership and support to administrative and accounting staff, ensuring accurate reporting, sound financial operations, and professional service delivery.

Key responsibilities include managing daily cash flow and directing the County's investment portfolio, analyzing financial markets, evaluating investment options, overseeing preparation of monthly investment reports, leading administrative functions, coordinating with internal departments, providing direct supervision, and ensuring strong internal controls.

Knowledge, skills, and abilities required include in-depth knowledge of State investment laws, strong analytical skills, excellent communication, computer proficiency, and demonstrated ability to develop, implement, and evaluate policies.

Minimum education and experience required is a Bachelor's degree in business or public administration, accounting, finance, operations, business management or a related field; five years of increasingly responsible experience in providing professional-level administrative, analytical and/or operational support, including at least two-three years of supervisory experience; or an equivalent combination of training and experience.

Pre-employment drug testing, FBI criminal background check, and education/degree verification are required.

This role has a major impact on the financial health of Chesterfield County. Decisions made directly influence investment revenue, cash flow stability, and the safeguarding of public funds.

Shift: Monday - Friday; 8:30 a.m. - 5:00 p.m.
