About the Role:

The Director Grant Management & Administration leads BDC’s resource development function and administers the agency’s outbound grant programs. The role spans both directions of BDC’s grant activity: securing philanthropic, corporate, and government funding for the agency, and administering the grant programs through which BDC deploys capital to Baltimore businesses and communities.

This is a build role. BDC is establishing a formal philanthropic development function, and the Director will design the pipeline, systems, and stewardship practices from the ground up while carrying a growing portfolio of outbound programs — including the Downtown RISE Catalyst Fund, CTI and FIG Grants, P.O.W.E.R. Grants, and the Community Grocery Co-op Pilot. The ideal candidate pairs strong grant-writing and financial acumen with disciplined compliance instincts and proven people leadership.

Minimum Qualifications:

• Bachelor’s degree in business administration, nonprofit management, public administration, public policy, communications, or a related field — or an equivalent combination of education and experience.
• A minimum of five years of progressively responsible experience in grant development and management, including direct team leadership.
• Demonstrated track record of securing and managing grants from foundations, corporations, and government entities.
• Strong financial acumen, including budgeting, reporting, and fiscal oversight; proficiency with grant and donor management software.
• Excellent interpersonal, negotiation, and written and oral communication skills, with sensitivity to diversity, equity, and inclusion in nonprofit and public-sector development

Preferred Qualifications:

• Advanced degree in a related field.
• Experience administering outbound grant or subaward programs, including subrecipient monitoring.
• Working knowledge of federal grant compliance, 2 CFR 200 (Uniform Guidance), and single-audit requirements.
• Knowledge of Baltimore’s economic and civic landscape and familiarity with the Mayor’s strategic priorities.

Key Responsibilities:

Strategic Leadership & Planning

• Develop and implement a comprehensive resource development strategy aligned with the Mayor’s pillars and BDC’s organizational priorities.

• Collaborate with the CEO, EVP/CFO, VP of Finance, VP of Philanthropy & Lending, Board of Directors, and senior leadership to establish annual and long-term development goals.

• Lead the identification and cultivation of key funding opportunities, ensuring a diversified pipeline across philanthropic, corporate, and public sources.

• Provide strategic guidance on pre-award activities, proposal writing, and post-award compliance for grant-funded projects.

Grants Received — Inbound Funding

• Oversee the full lifecycle of grant applications to BDC’s funders, including prospect research, proposal development, budgeting, submission, award tracking, and reporting.

• Cultivate and steward relationships with institutional, corporate, and philanthropic funders, maintaining an active portfolio with documented engagement and solicitation plans.

• Build stewardship and recognition practices that sustain multi-year funder relationships and support renewals.

• Lead targeted fundraising initiatives that generate unrestricted and mission-aligned revenue.

Grants Awarded — Outbound Program

• Administer the full lifecycle of BDC’s outbound grant programs, including application intake, eligibility review, award processing, disbursement tracking, monitoring, and closeout.

• Prepare complete and defensible award files for every grant and conduct subrecipient monitoring consistent with funder and federal requirements.

• Staff and support award review committees; the Director administers the process and does not make unilateral award decisions.

• Maintain published program cycles, applicant communications, and appeal or reconsideration procedures.

Compliance & Controls

• Ensure compliance with funder regulations, internal policies, and applicable federal, state, and local requirements — including, where federal funds are involved, 2 CFR 200 (Uniform Guidance) and single-audit requirements. [Confirm scope of federal pass-through funding before posting.]

• Monitor grant performance, deliverables, budgets, and deadlines; implement corrective actions as needed.

• Develop, maintain, and refine systems for managing grants and related documentation, including grant management software and reporting tools.

• Identify and escalate conflicts of interest and comply with all applicable City ethics and financial disclosure obligations associated with a role that administers public and philanthropic awards.

Communication & Reporting

• Prepare and present reports on development and grant activity for the CEO, EVP/CFO, VP of Finance, Board of Directors, and other stakeholders.

• Collaborate across departments to guide grant-related financial, programmatic, and compliance matters.

• Represent BDC to funders, philanthropic partners, and community stakeholders, coordinating with the Brand & Marketing team on public communications.

Leadership & Collaboration 

• Manage, mentor, and develop grants staff, building distributed accountability and a culture of collaboration and high performance.

• Serve as a trusted advisor to the Senior Leadership Team on funding strategy, funder cultivation, and grant compliance.

Salary & Benefits 

The salary range for this position is $95,000 – $120,000, commensurate with experience and qualifications. BDC offers a comprehensive benefits package, including
