Duties

Major duties include:

• Exercises substantial knowledge of the National Incident Management System (NIMS) and the National Response Framework (NRF) and demonstrates expertise in coordinating the development of all-hazards response plans.
• Responsible for the leadership, management, and program oversight of the VHA OEM Logistics Program that supports all Fourth Mission activity and Disaster Emergency Medical Personnel System (DEMPS), National Disaster Medical System (NDMS), and Federal Coordinating Centers (FCC) for VHA under the National Frameworks.
• Participates in executive decision-making, policy determination, and implementation strategies and collaborates with other leaders at all levels to ensure that policies and practices promote optimum emergency management outcomes in healthcare settings and efficiency in areas of deployment of medical/clinical personnel teams and field operational readiness.
• Responsible for coordinating and developing partnerships with local, regional, and national agencies to enhance efforts throughout VHA and develop strategic alliances with Federal agencies to support the VA Fourth Mission of emergency management, contingency planning, backup to DoD during military conflicts, and to provide care to US citizens during emergencies and disasters.
• Participates in reviews of department-wide plans on healthcare systems emergency management and assesses the impact of proposed plans on VHA emergency management and preparedness operating programs and reviews for consistency with the Under Secretary for Health's goals and objectives.
• Coordinates response planning with local, state, and other Federal response capabilities and is recognized as an expert in the healthcare systems emergency management field with external groups.
• Exercises supervisory authorities and responsibilities involving work assignments and reviews, as well as the administrative and personnel management functions relative to the staff supervised.
• Provides advice and counsel to managers and workers related to work and administrative matters.

Work Schedule: Tour of Duty is 8:00 a.m. - 4:30 p.m.

Compressed/Flexible: Available Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process. Ad hoc is defined as occasional, non-recurring telework.

Position is physically located in Martinsburg, WV. This is not a remote position. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.
