Case Manager - Refugee Resettlement

The Case Manager manages a caseload of ORR‑eligible populations, collectively known as “Refugees” from all regions of the world. The role includes coordinating and ensuring the outputs, outcomes, and effectiveness in the delivery of Refugee Case Management (RCM) services and Refugee Cash Assistance (RCA) Administration as outlined by the Massachusetts Refugee Resettlement Program (MRRP). Responsibilities Ensure that the activities of this position and relevant programs are consistent with the mission, vision, and values of the Catholic Charitable Bureau Archdiocese of Boston. Develop working knowledge of federal, state, and local policies related to refugees and immigrants. Adhere to programmatic and contractual timelines for provision of services and comply with performance measures and contractual requirements. Assess eligibilities for various resettlement programs and enroll clients as appropriate, ensuring services are conducted in a client’s native language. Complete intake and conduct comprehensive MRRP orientation for ORR‑eligible populations, providing interpreter services when needed. Develop and complete the Individual or Family Self‑Sufficiency Plan (FSSP) for all enrollees, including a comprehensive assessment of skills, interests, and barriers to employment, and benchmarks for progress. Refer enrollees to appropriate employment‑related services and other support services, monitoring progress; coordinate with MRRP and mainstream service providers. Arrange referrals for services such as employment, ESL, health assessment, Medicaid/MassHealth, SNAP, temporary cash assistance, Mass ID, bank account, and Social Security card, ensuring timely initiation and completion. Assess and verify Refugee Cash Assistance (RCA) eligibility, distribute RCA checks, and conduct monthly follow‑up to ensure continued eligibilities. Prepare and process program forms, notices, and transmittals per MRRP regulations. Maintain orderly case files and comprehensive documentation in accordance with resettlement contract standards. Comply with all internal reporting requirements and coordinate with colleagues across the CCAB network to provide wrap‑around services. Input client data into agency/program databases, including MORI Refugee & Immigrant Support Information System (RISIS). Attend required meetings and trainings, tracking hours and topics for each training. Work in an office setting, with limited remote work potentially considered; use phones, keyboards, and office equipment as required; adhere to PPE guidelines. Obtain mileage and toll reimbursement for local travel as required to perform essential functions of the position. Perform other related responsibilities as assigned. Qualifications Bachelor’s degree required; Master’s level degree from native country may be considered. Minimum 2–3 years of equivalent experience volunteering, interning, or working with refugees or immigrants in the U.S. or overseas. Bilingual in English and at least one of: Dari, French, Haitian‑Creole, Kiswahili, Pashto, or Spanish. Knowledge of public policies and their effects on refugees, immigrants, and entrants. Ability to work within the community and perform outreach duties, including remote work. Excellent administrative, data collection, typing, and computer skills with keen attention to detail. Computer proficiency with MS Office, e‑learning platforms, webinars, and database systems. Experience with virtual communication tools such as Zoom and WhatsApp. Ability to establish and maintain positive professional relationships with co‑workers, clients, and community service providers. Cultural responsiveness, commitment to racial justice, and the ability to work effectively in a multicultural and multilingual workplace. Team‑oriented work ethic with strong communication skills and attention to detail. Must be reliable, professional, patient, and able to produce results with minimal supervision. Valid driver’s license and safe driving record; insurance coverage and access to a reliable vehicle required.
