Class Description Under the direction of the Assistant Vice President for Student Affairs, the Dean of Student Development provides strategic, operational, and assessment leadership for an integrated portfolio of student success services that advance equitable persistence, retention, and completion. The role oversees academic and career advising, testing and assessment, tutoring, retention and transition services, TRIO Student Support Services, student accessibility services, and other success initiatives. The Dean leads cross‑functional collaboration to create a seamless, student‑centered experience aligned with institutional goals and accreditation standards, using data and technology to drive continuous improvement across a multi‑campus environment. Minimum Requirements Master’s degree from an accredited institution. A doctoral degree is preferred. A minimum of eight (8) years of leadership experience with supervisory responsibilities at the director level or higher within student services areas in higher education is required; prior experience in a multi‑campus community college is preferred. Experience and proficiency in utilizing data and technology, such as CRM systems, early alert systems, and degree planning tools, to analyze and improve student outcomes is required. Experience in budget oversight and driving strategic priorities is required. Demonstrated knowledge of FERPA, ADA/Section 504 accessibility obligations, and accreditation standards pertinent to student services. For best consideration, please apply by February 10, 2026. Class Specific Essential Duties Provide leadership for the operations of student development units, including recruitment, supervision, evaluation, and professional development of staff. Establish and manage multiple priorities and projects in a complex, fast‑paced environment while ensuring outstanding service across the student enrollment lifecycle. Implement, monitor, and assess services using evidence‑based practices; use assessment findings to create, pilot, and scale interventions that address identified needs. Partner with administrators, faculty, students, and external stakeholders to design and sustain cross‑departmental integrated processes that deliver a seamless, student‑success experience. Develop data collection, analysis, and reporting systems that demonstrate outcomes and inform strategic resource allocation. Ensure effective administration of personnel, space, finances, and other resources within scope; approve expenditures and monitor budgets. Hold team members accountable for high performance and engagement through clear expectations, regular feedback, and performance evaluations. Review reports, evaluate program performance, and recommend improvements in services, processes, and policies. Position Specific Essential Duties Lead the long‑term vision for student development, identify areas for improvement, and implement innovative solutions designed to enhance the student experience. Develop, implement, and evaluate student‑centered policies, procedures, protocols, and interventions that improve persistence, retention, and completion. Monitor service utilization and key performance indicators; produce data‑informed reports and translate findings into strategies that advance institutional goals and performance objectives for student success. Maintain continuous communication with the Assistant Vice President for Student Affairs regarding strategic priorities, progress, timelines, and deliverables. Ensure clear, supportive, personalized, and timely communication that guides students and families to resources throughout their educational journey. Leverage technology and analytics to assess outcomes and enhance student‑focused programs and services. Represent the college on internal and external committees; foster partnerships with academic partners, employers, and community organizations. Provide leadership and compliance oversight for TRIO SSS and other grant‑funded initiatives, including reporting and fiscal stewardship. Supplemental Term Life Insurance is 100% employee paid. Permanent Whole Life Insurance: Unum Permanent Whole Life Insurance with Optional Long Term Carerider available through Unum. Available to full‑time employees, part‑time associates, and adjunct faculty. Spouse and dependent coverage available. Permanent Whole Life Insurance accrues cash value, premiums will not increase, and coverage will not decrease. Permanent Whole Life Insurance is 100% employee paid. Accidental Death & Dismemberment: The Hartford Individual or Family Coverage. Employee pays a rate in multiples of $10,000 to a maximum of $300,000. Long‑Term Disability Plan pays 60% of gross monthly salary after 90 consecutive days of absence. Employee pays 100% of premium. Retirement Plans Maryland State Teacher’s Pension System (7% contributory) Optional Retirement Plan (non‑contributory) Baltimore County Employees’ Retirement System (7% contributory) Supplemental (Retirement Annuities) 403(b) and 457(b) Tax‑sheltered annuities – 403(b). Payroll salary reduction authorization is needed. The form is available on SharePoint Forms/Human Resources Forms. Roth 403(b) is a savings feature that is available when you open a 403(b) account. The Roth 403(b) savings feature allows employees to contribute after‑tax dollars and then withdraw tax‑free dollars from their account upon retirement. The Roth 403(b) savings feature is only offered by the following vendors: TIAA‑CREF and VOYA Financial Advisors, Inc. Adjunct Faculty, Part Time Associates and Full Time employees are eligible to save for retirement using the Roth 403(b) savings feature. Employees may contribute traditional pre‑tax 403(b) dollars and Roth 403(b) post‑tax dollars simultaneously. The savings limits are combined for the Traditional 403(b) and the Roth 403(b) contributions. Deferred Compensation Plan — 457(b) offered through VOYA Financial Advisors, Inc. The 457(b) salary reduction authorization form is needed. The form is available on SharePoint Forms/Human Resources Forms.
