Job Description - Database Administrator 3 (26142064) Position Title: Database Administrator 3 - ( 26142064 ) Core Values of DNRC’s Water Resources Division Stewardship Service Credibility Engagement Work Unit Overview: Technical Project Services (TPS) is a focused team seated in Montana DNRC’s Water Resource Division (WRD). The TPS team is tasked with 3 primary functions: Provide maintenance, tuning, database & environment architecture development, systems integrations, analyses, and reporting for the Water Right Information System (WRIS) Database and WRIS ecosystem. Provide Geographic Information System (GIS)expertise, analyses, map production, and geospatial application development to Water Resource Division (WRD) and WRD’s primary business partners. Provide technical project management support to agency, division, and stakeholder workgroups. The TPS coordinates and collaborates with all WRD workgroups, a subset of DNRC division workgroups, and external partners including, but not limited to, the Montana Water Court, Flathead Reservation Water Management Board, Montana Fish, Wildlife, & Parks, private consultants, water right owners, attorneys, and the public. Opportunity Highlights Shape the Core of DNRC's Water Rights Information System Take ownership ofkey databasesand systems that power WRIS and other water resources applications, ensuring reliable, secure access to critical information across the state. Lead and support modernization efforts, including migration to Oracle Cloud Infrastructure, so DNRC can deliver faster, more resilient services to staff, partners, and the public. Design and maintain database a nd system architectures that make complex information easier to manage, report, and use in everydaydecision‑making. Support Secure, Stable Operations Monitor performance, troubleshoot issues, and recommend improvements that keep systems running smoothly and securely for users in multiple divisions and offices. Help build andmaintainbusiness continuity and disaster recovery capabilities so DNRC can protect data and restore services quickly when needed. Support information security practices by managing access, permissions, and patching in alignment with state and agency policies. Drive Collaboration and Practical Solutions Partner with program staff, GIS professionals, developers, contractors, and other technical teams to understand business needs and turn them into practical,well‑designedtechnical solutions. Support integrations between WRIS, GIS, and document systems to create seamless workflows for staff and stakeholders. Communicate clearly with both technical andnon‑technicalaudiences, helping bridge the gap between business requirements and system capabilities. Explore Innovation and Future Platforms Experiment with Artificial Intelligence (AI) and automation tools in database and system workflows to enhance monitoring, streamline processes, and support future platform modernization. Minimum Qualifications - Knowledge, Skills, and Abilities What you bring to this role: Knowledge of: Multi‑tierarchitecture, enterprise infrastructure, and systems integration across server, storage, network, and operating environments. Relational database security principles, including authentication, authorization, auditing, and broader enterprise security practices. Database design concepts such as normalization, transactional integrity, data warehousing, dimensional modeling, and alternative data models. Skill in: Virtualization, containerization, and cloud concepts, including platforms such as VMware,Hyper‑V, Docker, Oracle Cloud Infrastructure, and related technologies. Using database views,monitoringtools, performance analysis methods, and scripting or automation tools to support efficient database and system administration. Ability to: Assess technical risk, support continuity of service, and use sound judgment tomaintainstable and secure environments. Communicate clearly, manage competing priorities, and work effectively with both technical teams and business partners.
