Job Summary We are seeking an experienced Subcontract Administrator III located in Folsom, CA. The role focuses on managing subcontract efforts with major suppliers to support development programs across our ISR and Aerospace divisions. Key responsibilities include supplier source selection, purchase order placement and administration, strategic negotiation, and ensuring compliant execution of subcontracts under ISO 9001 and AS9100D standards. Responsibilities Work with program management teams to generate and manage subcontract efforts for major components procured from assigned suppliers. Develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services. Perform cost/price analysis and use cost evaluations to develop pre‑negotiation strategies. Prepare bid packages, conduct bidders' conferences, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts. Lead negotiations and completion of subcontract/Purchase Order documentation, invoice reconciliation, and payment. Negotiate and coordinate additions, deletions, or modifications to subcontracts. Procure build‑to‑print detail parts and assemblies from engineering drawings in support of various propulsion programs. Source and purchase machinery, equipment, tooling, raw material, packaging material, parts, services, and/or supplies necessary for the operation of an organization. Participate with contracts administration and purchasing to develop new concepts, techniques and standards in subcontract policies and procedures. Hold procurement delegation and sign supplier agreements and purchase orders within established authority. Develop solutions to complex problems requiring ingenuity and innovation. Other related job duties, as assigned. Required Qualifications Knowledge of acquisition policies and procedures, including FAR and DFAR. Working knowledge and implementation of MDA MAP/PMAP within the supplier base. Working knowledge of ISA 9001 standards and AS9100D flow‑down requirements, including flow down of corrective action to suppliers for non‑conforming processes. Demonstrated problem‑solving skills. Ability to generate quantitative improvements in supplier delivery, quality, and cost. Proven exceptional communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, and executive management. Self‑motivated, persistent, hands‑on, result‑oriented, well organized with the ability to handle multiple projects and anticipate potential problems. Four (4) to seven (7) years of professional experience in Subcontract Administration, Supply Chain Management, or related fields. Experience planning, managing subcontractor RFPs & RFQs and executing all elements of subcontract negotiations including cost reductions and payment terms. Bachelor’s or Master’s degree in Global Supply Chain, Business, Finance, or a related discipline from an accredited college/university. Equivalent experience may be considered. Ability to travel approximately 10% of the time. Must be able to obtain and maintain a U.S. Security Clearance (requires U.S. Citizenship). Preferred Qualifications Experience working developmental U.S. Government contracts. Professional experience in a regulated industry such as Aerospace and Defense. Cross‑functional knowledge of Supplier Quality and Engineering as they relate to subcontract management. Experience and complete understanding of an MRP/ERP system; preferably Deltek Costpoint or Oracle NetSuite. Experience with Export Control laws and regulations. Salary and Benefits $90,000 - $140,000 USD. The salary range represents the base salary range for this position. Actual compensation will vary and may be above or below the range based on various factors such as location, experience, and performance.
