Martin/Martin is seeking a detail-oriented and proactive Project Manager - Dry Utility Coordinator to lead the coordination of regulated utility services during the design phase of civil and land development projects. This role is intended for an experienced utility coordination professional who can independently lead multi-stakeholder utility coordination efforts, manage client and utility provider relationships, mentor staff, support business development, and help strengthen Martin/Martin’s dry utility coordination practice.
The Project Manager - Dry Utility Coordinator will work with the Engineer of Record, design teams, utility providers, and project stakeholders to ensure efficient planning, timely applications, conflict resolution, and streamlined schedules for regulated utility infrastructure such as gas, electric, steam, internet/broadband, and telecommunications services. Project types will include a broad range of commercial, residential, mixed-use and civil infrastructure projects.

The Team
Our Civil Engineering teams focus on site and infrastructure design, including leading projects such as the 16th Street Mall redesign in Denver.
Responsibilities
- Identify existing and potential utility service providers within or adjacent to project limits; request and review utility records, will-serve letters, and service requirements.
- Recommend potholing locations and prepare potholing plans for work to be performed by others.
- Develop and evaluate dry utility master plans, utility corridor alternatives, alignments, joint-use corridors, and utility placement strategies for complex development and infrastructure projects.
- Coordinate utility layouts, equipment locations, easements, sleeves, and roadway crossings with civil, structural, MEP, technology, landscape, environmental, agency, and utility stakeholders.
- Provide proposed horizontal layouts, typical sections, and graphical representations of utility equipment locations designed by utility providers, MEP engineers, or technology consultants.
- Lead utility conflict identification, tracking, risk assessment, and resolution, including utility removals, abandonments, relocations, constructability reviews, permitting constraints, and stakeholder negotiations.
- Facilitate consensus among owners, agencies, utility providers, contractors, and design teams when competing project requirements exist.
- Serve as the primary client-facing representative and lead coordination among utility providers, agencies, municipalities, counties, special districts, contractors, design teams, and project stakeholders.
- Manage utility service applications, utility reviews, permitting coordination, easement discussions, franchise/right-of-way requirements, and utility relocation agreements.
- Lead utility coordination meetings and facilitate resolution of design, permitting, constructability, sequencing, activation, and scheduling issues.
- Monitor project performance and communicate progress, risks, decisions, and mitigation strategies to clients and project teams.
- Manage project scope, schedule, budget, profitability, staffing, work plans, and delivery schedules for utility coordination assignments.
- Coordinate with contractors and construction-phase stakeholders when utility relocation, sequencing, installation, activation, or conflict-resolution issues require senior-level involvement.
- Evaluate utility placement alternatives based on constructability, cost, permitting constraints, future expansion needs, and stakeholder requirements.
- Support business development through proposals, scope development, fee estimating, interviews, client relationship management, practice development, staff mentoring, and market expansion initiatives.
- Lead continued growth of Martin/Martin’s dry utility coordination services by developing internal tools, templates, training materials, and quality-control practices.
Required
- Bachelor’s degree in Civil Engineering, Construction Management, related field, or equivalent work experience.
- 5+ years of experience in utility coordination, civil infrastructure, or land development.
- Must be eligible to work for any employer in the United States, without the need for visa sponsorship now or in the future.
- Ability to work in the Denver area. Relocation reimbursement may be provided, depending on the role and job function.
- Strong understanding of regulated utility systems and coordination processes.
- Proficiency in reading, interpreting, and creating utility plans.
- Excellent communication, organizational, and stakeholder management skills.
- Familiarity with Colorado utility providers and permitting processes and Subsurface Utility Engineering requirements.
Desired
- 12+ years of experience in utility coordination, civil infrastructure, or land development.
- Registered Professional Engineer licensed in the State of Colorado, or equivalent senior-level utility coordination, utility relocation, construction management, or regulated utility experience.
- Experience with AutoCAD, Bluebeam, and utility coordination tools.
- Knowledge of utility provider standards, easement requirements, utility relocation agreements, franchise agreements, right-of-way acquisition, and CDOT utility coordination requirements.
- Ability to manage multiple projects, multidisciplinary teams, direct reports, and deadlines simultaneously.
- Experience with electric, gas, telecommunications, broadband/fiber, joint-trench coordination, utility activation/commissioning, and construction-phase utility relocation support.
- Demonstrated leadership in client development, proposal pursuits, staff mentoring, practice-area development, and management of multiple projects and teams.
- Experience with Subsurface Utility Engineering (SUE) Levels A-D and utility risk management.
Working Conditions, Skills, & Abilities
This position is primarily technical in nature and requires working inside and outside the office to complete a wide range of activities. The following abilities are required:

Compensation
The wage range for this role considers the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs.
- Base Salary: For individuals hired in Colorado, a reasonable estimate of the current range for this role is $88,000 - $117,000 annually.
- Accrued Time: This is a salaried position with accrued time eligibility. Accrued time allows additional compensation or time-off to be earned for any eligible hours worked exceeding 40 hours per week.
- Base Salary Review: This role is eligible to participate in Martin/Martin’s annual base salary increase review process.
- Annual Bonus: This role is eligible to participate in a discretionary annual bonus program.
Base salary review and increases, in addition to annual bonuses, are dependent on various factors, including a hired individual’s job-level and annual company performance.
