Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Human Capital (OHC), Talent Acquisition & Benefits Group (TABG).

As an HR Officer, GS-0201-15, you will serve as the Director of Talent Acquisition & Benefits Group under the administrative direction of the Chief Human Capital Officer.

Duties

Help

  • Establishes and maintains oversight of program metrics and reporting requirements to satisfy internal and external quality control reviews of the Group.
  • Develops, implements, and advises on talent acquisition and benefits plans, policies and procedures across the agency.
  • Ensures comprehensive regulatory compliance in the processing of Personnel and Payroll actions and Human Resources Officer signature authority for the agency's official personnel/payroll documents.
  • Collaborates with the CHCO and Deputy CHCO in the evaluation of budgetary data and information relating to the planned utilization of personnel.
  • Maintains a productive working relationship with other top managers and key staff members throughout CMS to ensure an equal partnership between Group program objectives and overall operating program objectives.

In order to qualify for the GS-15 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:

1) Lead a staff of professionals to include managing resources, managing performance, and providing strategic planning and direction to staff and an organization;

2) Evaluate, develop, or implement human resources (HR) policies and programs to improve HR services that include, but are not limited to: staffing, pay/compensation and employee benefits; AND

3) Collaborate with internal and external stakeholders in order to advise on various human resources management options, to include the most efficient and effective options.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Salary by Location (including locality pay):

Atlanta - $156,451 to $197,200

Boston - $167,560 to $197,200

Woodlawn - $169,279 to $197,200

Washington DC - $169,279 to $197,200

Note: This position is being filled through a temporary promotion that may not exceed one year. In rare instances, an extension may be granted beyond one year. Management may end this temporary promotion at any time, and in such cases, the employee will be returned to the previously held position or another position of equivalent grade and pay. In addition, this temporary promotion may be made permanent at any time without further competition.
