Ensures optimal utilization of resources and services and compliance with all applicable local, state, and federal rules and regulations and NYC Health + Hospitals standards of care to improve outcomes through coding and reporting; performs related work. Essential Duties and Responsibilities: 1. Supervises and trains appropriate medical record personnel. 2. Analyzes clinical records for completeness and accuracy with regard to present and potential use. 3. Performs monitoring activities, which may include studies and audits for medical research and data quality control. 4. Assigns and reassigns staff, as necessary to meet work requirements. 5. Confers with subordinate personnel, oversees, and evaluates their work performance. 6. Coordinates the work of several units of the medical record department. 7. May be assigned to instruct various groups of health care setting employees about the required format of the medical record documentation. 8. Investigates and resolves problems related to chart retrieval, requests for information from medical records, incomplete charts and other medical record functions. 9. Assists with preparations for surveys and audits. 10. Analyzes charts to ascertain compliance with federal, state, medical staff, health care setting and various regulatory agency requirements. 11. May be assigned to attend various meetings related to medical records matters. 12. Reviews and analyzes periodic reports, statistical abstracts, and other records and summaries. 13. May perform functions, duties and activities of Associate Medical Record Specialist in support of the above tasks.Minimum Qualifications1. Bachelor's degree from an accredited college or university in a health information administration (HIA) or health information technology (HIT) program approved by a nationally accredited agency (e.g., the American Health Information Management Association (AHIMA) or the Commission on Accreditation for Health Informatics and Information Education (CAHIIM)); and one (1) year of experience in coding and/or abstracting medical records in a health care setting; or 2. High school diploma or its educational equivalent, approved by a State's Department of Education or a recognized accrediting organization; and a. Completion of a coding, medical record technology or health information technology (HIT) program approved by a nationally accredited agency (e.g., AHIMA or CAHIIM); and two (2) years of experience in coding and/or abstracting medical records in health care setting; or b. Certified Coding Specialist (CCS) by AHIMA, Certified Professional Coder (CPC) by the American Academy of Professional Coders (AAPC) or Certified Medical Billing Specialist (CMBS) by the Medical Association of Billers (MAB); and two (2) years of experience in coding and/or abstracting medical records in a health care setting; or c. Four (4) years of satisfactory experience in coding and/or abstracting medical records in a health care setting, one (1) year of which must have been in a supervisory capacity; or d. A satisfactory equivalent.
