Project Control Manager

Salary range is $107k to $213k with a midpoint of $160k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. Paid Time Off: Employees accrue 25 days of paid time off annually with increases at four, eight and twelve years of service. Employees at the director level and up accrue additional days. We also observe 12 paid holidays and provide up to 2 paid floating holidays and up to 2 paid volunteer days per year. Parental Leave: 12 weeks of parental leave for new parents. Pet Insurance discount. ORCA Card: All full-time employees will receive an ORCA card at no cost. Tuition Reimbursement: Sound Transit will pay up to $5,000 annually for approved tuition expenses. General Purpose: Under general direction of the Director, Project Control Delivery and Reporting, manages, supervises and coordinates the activities of professional project control staff in performing a full range of program management and control functions for a major corridor with projects of various scope, size, complexity; manages the development and implementation of integrated program management and control (cost and scheduling) tools, techniques, and methods for establishing, measuring, monitoring, controlling, and reporting progress and performance of capital projects; serves as technical advisor to assigned executive project director related to project controls systems and procedures to achieve on-time and on-budget goals.

Essential Functions: The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Assume responsibility for the implementation and administration of tools and procedures required to effectively monitor design work, procurement, contracts, and construction activities for assigned corridor projects; ensure the proper definition of scope, budget, and schedule to enable the measurement of scope, schedule, and budget performance at various levels during all project implementation phases; evaluate schedule and budget performance for the full range of activities; assist in the formulation and implementation of corrective actions.
  • Assume supervisory responsibility for the project control services and activities of assigned corridor projects that includes a series of inter-related projects or functional areas of significant depth and complexity. Supervise and participate in the development and implementation of goals, objectives, policies, and priorities for assigned projects, services, and functional areas within the project control program area; recommend and administer policies and procedures.
  • Manage and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within Agency/Departmental policy, appropriate service and staffing levels. Manage, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems. Train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; recommend discipline and termination procedures working closely with Human Resources.
  • Assume project supervision for project scheduling, construction cost estimating, value engineering, capital and operating budgeting, administration of progress payments and change orders, cost forecasting, configuration management, and progress reporting areas. Supervise processes required to develop annual and lifetime project budgets for the capital program; ensure projects within the capital program are properly planned and documented with financial needs and with sufficient justification to support the project goals and program objectives.
  • Assume responsibility for the development and implementation of baseline cost estimates and schedules for assigned projects; ensure the full integration of scope, schedule, costs, risk, and resources; control change to project and contract through formalized change control procedures for scope, schedule, and budget. Supervise the administration and approval of change orders, requisitions, and progress payments for professional services and construction contracts; support the procurement of new contracts and administration of contract modifications to scope, budget, and schedule.
  • Conduct project risk assessment and risk analysis; coordinates with the project team to ensure that project risks are actively managed and mitigated; periodically updates the project risk register and prepares risk mitigation reports; facilitates the establishment of a risk and contingency management plan for assigned contracts/projects; and tracks and forecasts contingency draw down, and prepares monthly contingency reports.
  • Supervise the development and implementation of systems, policies, and procedures to provide an integrated set of tools for project and program related document control and records management; review and update key processes and manuals to bring systems, policies, and procedures, into compliance with changes implemented through federal, state, or local requirements or through changing business practice within the Agency.
  • Participate in the implementation and coordination of the Agency's project control systems for alternate project delivery for capital and operating projects. Serve as the liaison for the assigned project control program with other programs, divisions, Departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
  • Evaluate and report status of schedule and budget performance for assigned projects and programs to Deputy Executive Director of Project Control, Executive Project Director, Agency management, project stakeholders, and oversight organizations. Produce timely reports on assigned projects; identifies and trends potential project risks and issues; forecasts and associates risks and issues with cost provision for possible solution or mitigations; provides support in the continued refinement and production of progress and performance reports, development of organizational improvements, procedures and policy development, management plans, data entry manuals, sharing of lesson learned from assigned segment/contracts as well as legacy factors; reviews Unifier System/E1 integration reports to ensure proper integrating of accounting takes place for assigned contracts.
  • Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
  • Provide responsible staff assistance to the assigned Department Head (Director/Chief Officer) or designee; conduct a variety of organizational studies, investigations, and operational studies; summarize and analyze program issues and provide recommendations to the Department Head on strategies to resolve these issues; recommend modifications to functional areas, policies, and procedures as appropriate; conduct follow-up to ensure that the issues have been resolved.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to area of assignment; incorporate new developments as appropriate.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints. Perform related duties as directed by the Director, Project Control Delivery and Reporting.
  • Manage the development and implementation of integrated program management and control (cost and scheduling) tools, techniques, and methods for establishing, measuring, monitoring, controlling, and reporting progress and performance of capital projects. Minimum Qualifications: Education and Experience: Bachelor's Degree in engineering, architecture, construction management, or closely related field. Five years of project controls and reporting. Three years of leadership, budgetary, planning and workforce management experience for large, complex projects; OR an equivalent combination of education and experience. Preferred Licenses or Certifications: Certified Cost Professional (CCP) by Association for the Advancement of Cost Engineering International (AACEI). Equivalent certification may be considered. Required Knowledge and Skills: Project controls principles and practices including principles of scheduling, risk management, VE, contract administration, public procurement processes, cost estimating, and document control. Operational characteristics, services, and activities of a project control program area. Public procurement practices and contract administration principles and practices. Financial accounting and work breakdown structure and its application to scope of project work. Methods and techniques of data collection, research, and report preparation, statistical and financial analysis. Principles and practices of budget preparation and including budget control/monitoring techniques. Various scheduling software and computer estimating systems. Pertinent federal, state, and local laws, codes, and regulations. Partnering and negotiation principles and practices. Principles of business letter writing and basic report preparation. Principles of customer service. Modern office procedures, methods, and equipment including computers and
