The State School Fund (SSF) system is a critical system that impacts 197 school districts and 19 Education Service Districts (ESD)s and more than 130 public charter schools, in turn, either directly, or indirectly, affecting approximately 552,000 Oregon students in grades K-12. This position will be a critical application developer for the SSF modernization project tasked with designing, developing, and maintaining user interfaces; implementing UI components using specific technologies; coding and debugging computer programs necessary to capture, summarize, and report statistical data relative to state school fund and department programs; and more. You will have the opportunity to:Contribute to a mission-driven modernization effortfocused on improving educational funding outcomes, not simply replacing technology. Help align policy, finance, and technology solutionsto supportequitableschool funding across Oregon districts. Implement new features aligned with modernization initiatives and legislative requirements. Develop interfaces and APIs that integrateODEsystemsincluding SSFwith internal and external data sources, ensuringaccurate, secure, andtimelydata exchange. Performunittesting, code reviews, and defect resolution tomaintainsystem quality, integrity, security, auditability, and compliance with state policies and regulations. Preferred Skills & Knowledge (Desired Attributes)Cloud Application Modernization and DevOps Experience:Demonstratedexperience developing and modernizing applications using Azure cloud technologies, Azure DevOps, YAML-based CI/CD pipelines, Git, SonarQube, Black Duck, Azure Key Vault, and Microsoft Power Platform/Dataverse. Demonstrated ability to implement secure, automated, and maintainable solutions that support application modernization initiatives. Software Design and System Modernization:Demonstratedexperience translating business requirements into technical solutions, including system design, application development, testing, and implementation of modernized software systems using code repository and version control. Data Management, Security, and Quality Assurance:Demonstratedexperience developing and supporting applications using Dapper and SQL Server 2019, with responsibility formaintainingdata integrity, implementing secure coding practices, and ensuring compliance with security standards.Experience performing testing, debugging, code reviews, and defect resolution to deliver reliable, high-quality software solutions. Cross-Functional Technical Collaboration:Demonstratedexperience working with Power BI or similar reporting tools and collaborating with technical and business stakeholders, including developers, database administrators, architects, and program staff, to develop solutions, communicate data insights, and resolve complex technical issues. Analytical Problem Solving and Continuous Improvement:Demonstratedexperience analyzing system issues, evaluating emerging technologies, and recommending or implementing improvements that enhance application performance, usability, accessibility, or operational efficiency.
