For more information about this position and our competitive pay, benefits package and pension plan, refer to this job posting or our City website at JOB SUMMARY Under the general direction of the Director or the designee of the assigned department, performs detailed cost and financial analysis encompassing a wide range of functions, which involves budgeting, forecasting, accounting, credit card processing, revenue management, operation analysis, and special projects. Develops and interprets detailed accounting information and makes recommendations regarding the efficient utilization of resources and the proper accounting for transactions. Exercises discretion and creativity as to work details on assignments of a varied, diverse and difficult nature. Assists in solving complex technical problems in areas where no precedent exists. The current vacancy exists in the Fire Rescue Department; however, this list may be used to fill vacancies in other departments. ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES Performs specific tasks related to rate development, including cost centers and their relate d expenses, and calculating recovery rates; prepares related reports. Creates and analyzes monthly, quarterly, and annual reports and ensures financial information has been recorded accurately. Utilizes the City's enterprise resource planning (ERP) system (Oracle Cloud to manage financial data, generate reports, monitor budgets, and support daily fiscal operations. Performs financial reconciliations and analysis using Oracle Cloud modules, ensuring accuracy of general ledger activity, payroll expenditures, and revenue tracking. Coordinates and reviews timekeeping and payroll data to ensure accurate reporting and reconciling on payroll expenses. Monitors and analyzes overtime usage, minimum staffing requirements, and personnel deployment to identify trends and provide recommendations for cost control and operational efficiency. Assists in the development, monitoring, and projection of personnel services budgets, including salaries, overtime, and fringe benefits. Oversees and monitors billing and revenue collection processes, including coordination with third-party billing vendors, to ensure timely and accurate claim submission and reimbursement. Reviews reports and documentation practices to support billing accuracy, reduce claim denials, and improve reimbursement outcomes. Analyzes billing data, payer trends, and collection rates to identify revenue opportunities and operational improvements. Coordinates with billing vendors, Finance, and Department staff to ensure timely processing and payment of invoices for services rendered, while resolving billing discrepancies, denials, and compliance-related issues. Ensures billing practices comply with applicable federal, state, and local regulations, including Medicare/Medicaid requirements. Performs specialized financial or cost analyses; prepares related reports. Provides technical assistance in the design of cost accounting or reporting systems and related forms and documents. Performs financial forecasting and reconciliation of internal accounts. Identifies trends and developments in the field of financial analysis and departmental operations. When assigned to the department, assists the Director or their designee in reviewing financial and internal controls to determine whether such controls are adequate to meet management objectives and ensure the safeguarding of assets. Assemble spreadsheets and prepare charts and graphs used to illustrate technical reports. Performs specific tasks related to budget practices and policies; recommends changes to enhance operating efficiencies. Researches and prepares reports for management review concerning revenues and expenditures including short- and long-term forecasts for revenue, expenditure and financial trends. Performs cost analysis of the department. Required: Bachelor's Degree from an accredited college or university with a major in Accounting, Finance, or Business Administration supplemented by two (2) years' experience in auditing, cost accounting, governmental budgeting and/or financial analysis, payroll reconciliation, lifecycle billing, or revenue cycle management, preferably within a public safety or government environment; or an equivalent combination of training and experience. M.B.A or M.P.A. may substituted for one (1) year experience. CERTIFICATES, LICENSES, REGISTRATIONS Valid Driver's License: With proof of automobile insurance Background Check: Must have an acceptable background record Driving Abstract: Must have an acceptable driving record KNOWLEDGE, SKILLS, ABILITIES Knowledge of the principles and practices of governmental budgeting and accounting including general and specific revenue, debt service, capital projects, enterprise, internal service, purchasing and taxation. Knowledge of cost and financial accounting principles, practices and procedures. Knowledge of microcomputer spreadsheets, word processing, graphics, and database management systems. Knowledge of principles and techniques used in conducting management studies, system analyses and financial analyses. Knowledge of internal control systems and procedures. Skill in performing complex numerical calculations. Skill in preparing complex management reports and presentations in a timely basis. Skill in optimizing the lifecycle of billing accounts, utilizing multi-payer reimbursement methodologies to ensure fiscal compliance and revenue integrity. Skill in the use of personal computers and related financial and statistical software products. Skill in both verbal and written communication. Ability to evaluate complex financial documents; ability to conduct thorough analytical work. Ability to make rational decisions through sound logic and deductive processes. Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public. Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts. Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work.
