IT Business Analyst II – Austin As the Information Technology Business Analyst, you will be part of a team that plans, develops, and implements a new case management system that serves the existing needs of OIEC and offers improved automation of OIEC processes. This role includes project management, review and update of policies and procedures related to the project, and complex (journey‑level) business analysis work. Responsibilities Perform complex business and user needs analysis; document the analysis and translate business and user needs into functional system requirements. Execute business process mapping and provide support for the systems development life cycle, including documenting system requirements and scope. Identify IT project development potential risks and difficulties and design strategies to mitigate or avoid them. Perform related work as assigned. Qualifications Graduation from an accredited four‑year college or university. One year of experience with business analysis work with a state agency. Education and experience relevant to position requirements may be substituted for one another on a year‑for‑year basis. Experience developing case management systems or related systems for the state of Texas (preferred). Experience with visualization software such as Tableau. Demonstrated knowledge of software development life cycle and systems development life cycle concepts. Business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources. Project management principles and practices. Demonstrated skill in business analysis methodologies. Analyzing and evaluating complex information technology applications, policies, and issues. Developing creative and workable solutions to complex problems and issues. Ability to analyze and interpret technical information, including regulations, policies, and automation system documentation/specifications. Communication in writing and effectively, including technical instructions to system users. Translate user/business needs into a technical style. Analyze, evaluate, and integrate business rules into system requirements. Exercise sound judgment in making critical decisions. Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds. Maintain the confidentiality of sensitive information.
