Interim City Manager

The City of Smithville is currently seeking applications for an Interim City Manager. The City Manager is the Chief Executive Officer (CEO) of the City. Based on policy guidance from the Mayor and Council, the City Manager directs and manages the day-to-day operations of the City to include management and oversight of all City departments and functions, direct supervision of the City Manager’s/Administrator’s Office, and coordination of special projects. The City Manager/Administrator is responsible for the implementation of all policies set by the Council. Work may either be performed by the incumbent or delegated to subordinate staff. BA or BS Degree in Public Management, Business, Engineering, or related field with a minimum of 5 years of experience. Commensurate with education and experience, as established by the City Council. The City Manager may serve in additional capacities, as directed and approved by the City Council. Represents the City in all Emergency Operations activities at the local, county, and state levels (as required). The City Manager shall also serve as the Smithville-Crawford Municipal Airport Manager. The City offers great benefits that include, but are not limited to, 100% Health, Life, and Dental benefits. The City Manager is expected to be an active member of the Texas City Management Association, International City Management Association, Texas Municipal League, Texas Downtown Association, and/or other professional organizations that study and disseminate information about city organizations, functions and operations. The City Manager is expected to attend municipal meetings and conferences to learn about coming trends and how other cities are managing change / growth. Must develop and maintain synergistic relationships with neighboring cities, county officials, state officials, and federal officials. The City Manager must possess excellent oral and written communication skills and be proficient with Windows and Microsoft Office (e.g., Excel, Word, PowerPoint, Outlook, etc.). The City Manager communicates with the Mayor and City Council in person, by phone, or in writing on a weekly basis, or as circumstances warrant. Keeps the Mayor and City Council informed on all proposed or prospective actions, issues/concerns, and planned activities, including economic development opportunities and real estate developer inquiries. Said communication will occur early on and continue at the appropriate intervals. Acts as the daily face of the City to citizens and communicates policy and procedure as necessary. Accepts suggestions from citizens for policy and procedures and either acts on them or presents them before the Mayor and Council for consideration. Is respectful of citizen requests and responds to such in a timely manner. Recognizes that communication is a two-way process and, accordingly, is an active and genuine listener, willing to embrace and advocate for worthy ideas of others. Recommends items for the monthly City Council agenda and provides background information on the items selected to be on the agenda. The City Manager may serve in additional capacities, as directed and approved by the City Council. Represents the City in all Emergency Operations activities at the local, county, and state level (as required). The City Manager shall also serve as the Smithville-Crawford Municipal Airport Manager.
