Position Overview The Nurse Manager provides clinical leadership and operational oversight for nursing services within a federally contracted ICE residential facility in Alexandria, LA. Working under the direction of the Health Services Administrator (HSA) and in collaboration with the Medical Director and multidisciplinary healthcare team, the Nurse Manager supervises Registered Nurses (RNs) and other licensed nursing personnel assigned to the facility. The Nurse Manager is responsible for ensuring the delivery of safe, high-quality, and compliant nursing services while overseeing daily nursing operations, staffing, clinical quality, infection prevention, medication management, regulatory compliance, staff development, and emergency preparedness. The Nurse Manager serves as the clinical leader for the nursing department, ensuring nursing services are delivered in accordance with professional standards of practice, federal contract requirements, organizational policies, applicable state regulations. All services must be delivered in a manner that respects cultural, developmental, and individual differences and communicated in a language or manner the individual understands. Key Responsibilities / Essential Functions Provide direct supervision, leadership, and clinical oversight for Registered Nurses (RNs) and other licensed nursing personnel assigned to the facility. Develop and manage nursing staff schedules to ensure appropriate staffing coverage for a 24-hour, 7-day operation. Conduct employee performance evaluations, competency assessments, coaching, and corrective actions when appropriate. Assist with recruitment, interviewing, hiring, onboarding, and orientation of nursing staff. Foster a collaborative, professional, and accountable work environment that promotes teamwork and patient-centered care. Serve as a clinical resource and mentor to nursing staff while promoting evidence-based nursing practice. Clinical Operations Oversee daily nursing operations to ensure safe, efficient, and effective patient care. Ensure nursing assessments, medication administration, treatments, and clinical interventions are performed according to provider orders and accepted nursing standards. Monitor patient care activities and provide clinical guidance on complex patient situations. Coordinate continuity of care with medical providers, behavioral health staff, ancillary services, and outside healthcare organizations. Participate in interdisciplinary care planning, patient case reviews, and operational meetings. Assist with developing and implementing nursing policies, procedures, and clinical workflows. Quality Assurance & Regulatory Compliance Ensure compliance with organizational policies, applicable state nursing regulations, and federal contract requirements. Conduct routine chart reviews, medication audits, infection control audits, and quality assurance activities. Identify performance trends and implement corrective action plans and process improvements. Participate in internal and external audits, inspections, accreditation reviews, and government monitoring activities. Ensure compliance with HIPAA and all patient confidentiality requirements. Medication Management & Infection Prevention Oversee medication administration practices and ensure compliance with medication management policies. Monitor medication storage, inventory, documentation, reconciliation, and controlled substance accountability. Ensure infection prevention and control practices are consistently implemented throughout the facility. Oversee communicable disease screening, surveillance, reporting, and outbreak response activities. Promote workplace safety and compliance with infection prevention standards. Emergency Response Provide nursing leadership during medical emergencies. Participate in emergency preparedness planning, drills, and after-action reviews. Coordinate nursing response to infectious disease events, public health emergencies, and other critical incidents. Staff Development & Education Coordinate orientation and onboarding for newly hired nursing staff. Ensure completion of annual competencies, mandatory education, and required contract training. Identify staff educational needs and provide ongoing coaching and clinical development. Promote continuous quality improvement and professional development throughout the nursing department. Documentation & Reporting Ensure accurate, timely, and complete nursing documentation within the electronic health record. Review incident reports, patient care documentation, and nursing quality indicators. Prepare reports related to staffing, quality assurance, regulatory compliance, and operational performance. Maintain documentation related to nursing licensure, competencies, certifications, and training. Collaborate with the Health Services Administrator, Medical Director, Behavioral Health leadership, and facility leadership to ensure integrated healthcare delivery. Communicate patient care concerns, operational issues, staffing needs, and quality initiatives to leadership. Participate in leadership meetings, interdisciplinary committees, and quality improvement activities. Promote effective communication across all healthcare disciplines. Required Qualifications & Core Competencies Bachelor of Science in Nursing (BSN) required; Master's degree in Nursing, Healthcare Administration, or a related field preferred. Active, unrestricted Registered Nurse (RN) license in Louisiana or Compact Multi-State License. Minimum five (5) years of progressively responsible clinical nursing experience. Minimum three (3) years of nursing leadership or supervisory experience. Demonstrated experience managing nursing operations and supervising licensed nursing staff. Strong knowledge of nursing practice standards, medication administration, infection prevention, emergency response, and quality improvement principles. Experience using Electronic Health Record (EHR) systems. Excellent leadership, organizational, communication, conflict resolution, and decision-making skills. Ability to effectively lead multidisciplinary teams in a fast-paced healthcare environment. Current CPR and Basic Life Support (BLS) certification. Ability to obtain and maintain all required federal background clearances. Desired Skills Master of Science in Nursing (MSN) or related graduate degree. Nurse leadership certification (CNML, NE-BC, or equivalent). Advanced Cardiac Life Support (ACLS) certification. Pediatric Advanced Life Support (PALS) certification. Experience working in a government-contracted healthcare program, detention center, correctional facility, residential shelter, or congregate-care setting. Experience managing healthcare quality assurance and regulatory compliance programs. Experience providing nursing oversight for patients across the lifespan. Experience with infectious disease screening and outbreak management. Bilingual proficiency in Spanish or another commonly encountered language. Training or experience in Trauma-Informed Care (TIC). Training or experience in Motivational Interviewing (MI). Crisis intervention and verbal de-escalation training (CPI, MANDT, or equivalent). Experience working in a high-volume, 24/7 healthcare environment. Physical Requirements Ability to stand and walk for extended periods during facility operations (up to 8-12 hours per shift). Ability to respond quickly to emergency situations throughout the facility. Ability to sit at a computer workstation for extended periods while completing documentation and reports. Ability to lift, carry, and move supplies and equipment up to 50 pounds. Ability to bend, stoop, reach, and perform repetitive motions. Capability to work in varied environmental conditions (indoor/outdoor, temperature variations). Visual acuity for reviewing medical records, medication labels, laboratory results, and clinical documentation. Auditory ability to communicate effectively with patients, staff, and emergency responders. Fully on-site position at a federally contracted residential ICE facility in Alexandria, LA. Work schedules may include evenings, weekends, holidays, and on-call responsibilities as operational needs require. Fast-paced, high-tempo operational healthcare environment requiring professionalism, adaptability, attention to detail, and cultural sensitivity. Requires frequent interaction with multidisciplinary healthcare professionals, security personnel, government representatives, and individuals of all ages residing within the facility.
