The Oregon Youth Authority's Information Services Project Management Office is hiring a Project Manager 1 to lead technology projects that directly shape how OYA serves youth across the state. In this role, you will manage the full lifecycle of IT initiatives — from initial planning through implementation and closeout — coordinating with technical teams, vendors, and business partners to keep projects on scope, on schedule, and within budget. You will identify and mitigate risk, manage change requests, and keep leadership and stakeholders informed through clear, consistent reporting. This is a chance to bring structure and consistency to how OYA delivers technology solutions that strengthen security, improve compliance, and enhance services for staff and the youth in our care. We're looking for someone who thrives on organization, communicates clearly with both technical and non-technical partners, and applies an equity lens to the project decisions that affect our workforce and the communities we serve.

Your role as IS Project Manager 1:

• Manage the full lifecycle of small to medium IT projects — initiation, planning, execution, monitoring, and closeout — including charters, schedules, budgets, and governance documentation.
• Identify, assess, and mitigate project risks; manage the issue log and formal change control process, escalating significant items to project sponsors or governance leadership.
• Coordinate implementation, deployment, and go-live activities — including system testing and UAT — across application, infrastructure, security, and business teams.
• Support PMO governance by maintaining project documentation, preparing portfolio and executive status reporting, and applying established project management standards.
• Lead stakeholder communication and compliance — developing communication plans, preparing status reports and briefings, and ensuring project work aligns with agency, security, and accessibility standards.

MINIMUM QUALIFICATIONS AND SKILLS

• Three years of progressively responsible paraprofessional or technical experience related to the series concept; OR
• An Oregon Project Management Associate Certification AND two years of progressively responsible experience related to the series; OR
• A Bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field; OR
• A Project Management Professional Certification awarded by the Project Management Institute.

Required Skills:

• Knowledge of project management principles, methodologies, and tools.

• Ability to plan, organize, and coordinate IT project activities.

• Skill in requirements gathering, documentation, and process mapping.

• Ability to communicate effectively with technical and non technical stakeholders.

• Skill in facilitation, meeting management, and conflict resolution.

• Familiarity with information technology concepts, system development, and software implementation processes.

• Ability to track multiple assignments, manage competing deadlines, and follow structured workflows.

• Proven IT project management and planning skills, preferably in public sector.
• Strong risk, issue, change, and dependency management skills
• Experience coordinating complex technology implementations and cross-functional technical teams
• Experience coordinating vendor and contract/procurement deliverables (SOWs, RFPs/RFQs, vendor performance)
• Strong documentation and PMO governance practice (project files, status reporting, standards)
• Excellent communication, collaboration, and stakeholder management skills (assessed in application materials and/or at the time of interview)
• Analytical and problem-solving skills (assessed in application materials and/or at the time of interview)
• Working familiarity with project collaboration tools (MS Project, Planner, SharePoint, Teams)
