You will serve as a MANAGEMENT AND PROGRAM ANALYST for the Office in Charge of Construction at Puget Sound Naval Shipyard (OICC PSNS).

Duties

Help

  • You will develop the WIP workload projections through analysis of the best available project information from Headquarters PDC, supported commanders and reimbursable customers.
  • You will coordinate with Financial Management, Directorates, and Divisions on resourcing needed to support PDC and resourcing needed by PDC to support others.
  • You will receive and maintain cognizance of approved funds, responsible for day-to-day management and administration of the budget.
  • You will coordinates with Financial Management in the establishment of Chargeable Network Activities (CNA) and cost accounts based on the proper fund sources.
  • You will collect, assemble, analyze, and review project schedules to identify trends, priorities, slippages, deficiencies, or other situations with broad flexibility.
  • You will develop staffing recommendations, status reports, and briefings based on established management policies, analysis of engineering and construction programs, and current workload indicators

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying of a wide range of qualitative and/or quantitative methods of advanced management and organizational principles and practices; 2) Recognizing and analyzing problems, conducting research, summarizing findings, and providing actionable recommendations; 3) Designing and conducting comprehensive management studies while offering solutions to significant and complex management challenges; and 4) Planning, organizing, and directing team-based work, effectively leading critical negotiations with management.

Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
