Junior Program Analyst

Savantage Solutions is seeking a Junior Program Analyst to join our professional services team supporting a government agency’s financial management program. This role spearheads the program’s System Interface Agreement (SIA) portfolio, develops and maintains internal control testing, drives quality management initiatives, and manages the staffing lifecycle that supports audit-ready financial operations.

** Duties and Responsibilities: **

• Support the SIA program for the government agency, assisting with the annual review and renewal cycle, tracking signatures, and helping maintain the agreement portfolio that supports the program’s financial data exchanges.
• Assist with internal control testing for select government agency financial system business processes, documenting test evidence and results to support control assurance and audit readiness.
• Support information assurance activities for the government agency environment, including system access control reviews and account provisioning/de-provisioning.
• Support program quality management efforts, assisting the Quality Assurance team with process documentation and tracking corrective actions.
• Assist with staff onboarding for the program, coordinating with government customers and incoming staff to ensure requirements are met on schedule.
• Serve as a point of contact for new staff during onboarding, helping resolve routine issues.
• Help maintain the Staff Onboarding Process Guide, updating it to reflect current program and customer requirements.
• Coordinate with technical teams to incorporate accurate, current interface details into SIAs, including current software versions, technical data table updates, and POC updates.
• Create technical diagrams and reach out to customers and partners to collect input and signatures on annual SIAs.
• Support the annual SIA review cycle with customers, helping ensure agreements remain current.
• Assist with the security form submission process for system access requests, coordinating between staff and government customers.
• Track individual staff compliance requirements, including training completion and CAC renewal.
• Support training compliance tracking across the program, coordinating status updates with staff and customers.
• Provide Tier 1 support for government agency staff system access issues in the Contractor Development Environment (CDE) and government agency financial system production environment, including account provisioning, password resets, and enterprise financial system issues
• Coordinate with DBAs, IT, and system users to resolve access and system issues.
• Help prepare staffing and onboarding status reports for program management and customer stakeholders.
• Update the Master Staffing Tracker to reflect the current staffing lifecycle status.
• Help maintain the Employment Status Report to track program staffing health.
• Support program hardware inventory tracking, including issuing and returning hardware.
• Keep SIA documentation current with points of contact and administrative updates. Maintain the SIA tracker to support compliance and audit reviews.

Knowledge, Skill, and Abilities:

Required:

• 0–2 years of program or project support experience; exposure to DoW or federal financial systems a plus
• Intermediate MS Office Skills, such as using style guides, proof reading and editing, document content management, and create and edit technical diagrams
• Ability to manage detailed technical document updates to include interaction with multiple process owners under tight deadlines
• Strong attention to detail and organizational skills
• Good communication and interpersonal skills
• Willingness to learn and work under the guidance of senior program staff
• US Citizen. Ability to obtain DOD Secret Clearance

Desired:

• Familiarity with SIAs or similar data-sharing/interconnection agreements
• Interest in staff onboarding, training compliance, or security/access processes for government programs
• Exposure to Tier 1 helpdesk support for an enterprise financial system (e.g., Oracle EBS)

Compensation:

$40,000 - $65,000 annually (based on the National Capital Region)

This salary range is based on the National Capital Region and reflects our good faith estimate for this role at the time of posting. Actual compensation may vary based on geographic region or market conditions, and we may ultimately pay more or less than the stated range.
