Network Dependency Engineer

Job Description

We are seeking a NOC / Network Dependency Engineer. The successful candidate will monitor, troubleshoot, and maintain the availability of a client network environment, and will build and maintain an accurate map of how applications, circuits, devices, and cloud services depend on one another to drive incident triage, change impact analysis, and continuity planning. This role will report to the [Program Manager / NOC Lead]. The ideal candidate will be motivated by the opportunity to support public agencies, nonprofit organizations, and private companies in transforming their data into actionable insights. Candidate must be a U.S. citizen or green card holder able to obtain and maintain DHS suitability and must be able to work a hybrid schedule in our DC office.

What you will do:

\n

\n

\n
• Monitor LAN, WAN, SD-WAN, data center, and cloud network health using enterprise tools (e.g., SolarWinds, Splunk, Thousand Eyes)
\n
• Triage, troubleshoot, and resolve alarms and outages within defined SLAs, escalating to Tier 3, vendors, and carriers as needed
\n
• Track incidents, problems, and changes in ServiceNow (or similar) following ITIL processes, and support major incident bridges and on-call rotation
\n
• Discover and document upstream and downstream dependencies between applications, hosts, network devices, circuits, DNS, identity services, and cloud resources
\n
• Build and maintain service maps and configuration item relationships in the CMDB
\n
• Validate dependencies using flow data (NetFlow/IPFIX), packet capture, and discovery tools
\n
• Identify single points of failure and recommend redundancy or architecture improvements
\n
• Feed dependency data into business impact analyses, continuity of operations (COOP), and disaster recovery planning
\n
• Assess the impact of proposed changes and present findings to the Change Advisory Board (CAB)
\n
• Support FISMA, NIST SP 800-53, and DHS 4300A compliance, ATO evidence, CDM and TIC 3.0 reporting, and remediation of network-related POA&M items
\n
• Maintain network diagrams, runbooks, SOPs, and availability, capacity, and SLA reports for government leadership
\n
• Automate repetitive monitoring and discovery tasks with scripts or APIs.
\n

Required Education:

\n

\n
• Bachelor's degree in IT, computer science, engineering, or a related field; [9] + years of equivalent experience may be considered in lieu of a degree
\n

\n

\n

Required Experience:

\n

\n
• 5 + years of network engineering or Network Operations Center (NOC) experience
\n
• Hands-on experience with ITSM and CMDB tools (e.g., ServiceNow) and ITIL incident, problem, and change management
\n
• U.S. citizenship or lawful permanent residency (green card), and ability to obtain and maintain a DHS suitability determination (Background Investigation) for the life of the contract. No security clearance is required
\n

\n

Required Skills:

\n

\n
• Routing and switching (BGP, OSPF, EIGRP, VLANs, STP), firewalls, load balancers, and VPNs on platforms such as Cisco, Juniper, Palo Alto, or F5
\n
• Working knowledge of TCP/IP, DNS, DHCP, NTP, and Active Directory dependencies
\n
• Network monitoring, flow analysis, and packet capture tools (e.g., SolarWinds, Wireshark, NetFlow)
\n
• Strong written communication for diagrams, runbooks, and incident reports
\n
• Active CompTIA Security+ and CCNA (or equivalent) certifications
\n

\n

\n

Preferred:

\n

\n
• Prior experience supporting DHS or another federal civilian agency
\n
• Active or recent DHS Background Investigation (suitability)
\n
• CCNP, JNCIP, ITIL v4 Foundation, or ServiceNow CMDB/Discovery certification
\n
• Experience with dependency mapping tools (e.g., ServiceNow Service Mapping, Dynatrace, BMC Helix Discovery, Device42)
\n
• Familiarity with AWS GovCloud or Azure Government networking and FedRAMP-authorized services.
\n
• Experience with CDM tooling, TIC 3.0, and zero trust architecture concepts
\n
• Scripting and automation with Python, Ansible, or REST APIs
\n
• Experience supporting COOP exercises or disaster recovery testing
\n
