Job Description and Duties

THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.

This role goes beyond traditional reporting. You’ll leverage advanced analytics, AI, automation, and modern data visualization to help build a Data as a Service capability—making trusted data, insights, reporting, and decision support more accessible, timely, and actionable across the organization.

As a strategic partner to business stakeholders, you’ll translate complex questions into data-driven solutions, identify opportunities to improve how information is delivered, and use emerging technologies to accelerate analysis, automate routine reporting, uncover patterns, and deliver insights at scale.

What You’ll Do

• Build and evolve Data as a Service capabilities that provide stakeholders with timely, trusted, and actionable data and insights.
• Leverage AI and machine learning capabilities to accelerate analysis, identify trends and anomalies, generate insights, and strengthen decision support.
• Explore and implement AI-powered analytics and reporting solutions, including natural-language querying, automated insights, intelligent dashboards, and conversational access to data.
• Translate business questions into scalable analytics products, dashboards, reports, KPIs, and self-service data solutions.
• Use automation and AI to streamline recurring reporting and reduce manual data preparation and analysis.
• Partner with business leaders to understand information needs and proactively identify opportunities where data, analytics, and AI can create value.
• Develop compelling data stories that translate complex analysis into clear recommendations and actionable business insights.
• Establish and promote best practices for data quality, governance, definitions, accessibility, and the responsible use of AI-generated insights.
• Evaluate emerging analytics and AI technologies and identify practical opportunities to incorporate them into the Department’s data ecosystem.

This position may be eligible for a hybrid work schedule. The amount of telework is at the discretion of the Department and is subject to change as business needs arise. Employees are required to report to their headquarters office on their assigned in-office days. Travel expenses to and from the assigned headquarters are the responsibility of the employee.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. Desirable Qualifications

What You Bring:

• Strong experience in data analytics, business intelligence, reporting, or data products.
• Experience using analytics and visualization tools such as SQL, Tableau, Snowflake, Python, or similar technologies.
• Demonstrated interest or experience in AI-enabled analytics, generative AI, machine learning, automation, or natural-language data interaction.
• Ability to translate business needs into scalable data and analytics solutions.
• Strong understanding of data quality, governance, metrics, and analytical best practices.
• Exceptional ability to communicate complex data concepts to both technical and non-technical audiences.
• A consultative mindset - you’re comfortable acting as a data partner and advisor, not simply a report producer.
• Curiosity and a willingness to experiment with emerging AI capabilities while maintaining appropriate standards for accuracy, security, and responsible AI use.
• Provide technical guidance and knowledge transfer to team members and less-experienced technical staff.

Knowledge of and/or experience in one or more of the following areas is desirable:

• Business intelligence (BI) reporting and data analytics using Tableau or similar visualization tools.
• Snowflake or other relational database platforms.
• Advanced database design, data modeling, normalization, and data integration.
• Advanced SQL development, including complex joins, common table expressions (CTEs), window functions, stored procedures, database functions, and query optimization.
• Python programming or scripting for data processing, automation, system integration, and technical analysis.
• API development, integration, troubleshooting, and support, including RESTful services and authentication mechanisms.
• Supporting enterprise reporting, business intelligence, and data analytics initiatives.
• Supporting the development, maintenance, and optimization of data marts, and enterprise data platforms.
• Data analysis, data quality, data governance, metadata management, and emerging data platform technologies.
• Version control and collaborative development practices using Git or similar tools.
• Technical documentation, system architecture, data-flow diagrams, and operational procedures.
• Monitoring, logging, alerting, and incident/problem management within enterprise technical environments.

Statement of Qualifications Requirements
