- Lead the U.S Tax Court's acquisition program, to include procuring supplies, equipment, services, and furnishings from government and non-government sources through new contracts, competitive bids, or existing government contracts.
- Serve as the point of contact for Tax Court personnel regarding acquisitions and administrative matters affecting the procurement of supplies and services.
- Research and evaluate vendors; prepare acquisition strategies, source selection plans, contract specifications and solicitations; ensure the availability of funds; obtain and review bids and proposals; and negotiate the terms and conditions of contracts.
- Negotiate with vendors for the best price or value for contracted services and purchases.
- Coordinate with selected vendors on supply and delivery of purchased items.
- Communicate, evaluate, and monitor contract performance to ensure complete with contracted obligations; assist with clarifying contract requirements and resolving any conflicts.
- Prepare purchase orders and enter obligations into the Court's accounting system.
- Maintain detailed procurement files which are subject to audit.
- Adhere to the Guide to Judiciary Policy and the Tax Court's internal policies, procedures, and control processes.
- Develop U.S. Tax Court procurement and procedures.
- Maintain FAC-C (Professional) or equivalent certification pursuant to the Judiciary guidelines.
- Serve as Purchase Credit Card coordinator and perform related duties.
- Coach and mentor Tax Court personnel that support procurement activities.
- Reports to the Deputy Clerk for Administrative Services
- Applicants must be United States citizens or eligible to work for the federal government and adhere to Court's Code of Conduct. Tax Court employees are considered "at-will" employees, and, as such, may be terminated with or without cause.
- Those who are required must abide by Selective Service registration requirements.
- Selection for this position is contingent on a favorable suitability determination and security background check, to include credit check, federal income tax check and criminal check.
- A candidate selected for this position must be current on his or her federal income tax obligations before employment with the Tax Court and must remain current while employed by the Tax Court.
- Continued employment post-appointment is subject to satisfactory completion of the background investigation and credit check and favorable adjudication of those checks.
- A subsequent background reinvestigation or supplemental investigation may be required. All applicant information is subject to verification.
- The Federal Financial Reform Act requires direct deposit of federal wages for Court employees.
- Experience in federal or state court operations or in law firms is preferred but not required.
- Copies of Certifications must be submitted with the application to be considered
- Demonstrated experience in federal procurement, to include serving as a contracting officer authorized to solicit contract proposals, negotiate, execute, administer, and/or terminate public contracts.
- Demonstrated experience developing statements of work and procurement strategies, evaluation plans, pricing methodologies and contract administration plans.
- Exceptional leadership, team building, and management skills, with a proven record of organizational and problem-solving skills; sound ethics and judgment; and a professional demeanor.
- A demonstrated ability to exercise a substantial degree of initiative and independent judgment.
- Excellent interpersonal skills including verbal, written, and presentation skills, and a proven track record of serving as a trusted adviser.
- Applicants must possess a FAC-C (Professional) or equivalent certification, or possess a Legacy FAC-C Certification (Levels I, II, or III), Legacy Defense Acquisition Workforce Improvement Act (DAWIA) Contracting Certification (Levels I, II, or III) or a Department of Defense (DOD) Contracting Professional Certification, at the time of application.
- Four years of (1) demonstrated experience leading source selections consisting of: cost or price analysis, negotiations, and preparation of related contract documentation; (2) demonstrated experience awarding and administering a variety of contract types, including Firm Fixed Price (FFP), Time and Materials (T&M), Cost-Reimbursement, Incentive, and/or Indefinite Delivery Indefinite Quantity (IDIQ); and demonstrated knowledge of federal procurement rules.
- A bachelor's or master's degree in accounting, finance, business, or related field is required.
- Applicants must possess a FAC-C (Professional) or equivalent certification, or possess a Legacy FAC-C Certification (Levels I, II, or III), Legacy Defense Acquisition Workforce Improvement Act (DAWIA) Contracting Certification (Levels I, II, or III) or a Department of Defense (DOD) Contracting Professional Certification, at the time of application. Copies of certifications must be submitted with the application to be considered.
