Deputy Director, Engineering Salary Range: 147,341.00 - 157,291.00 Closing Date: 5/29/2026 Job Summary The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 800 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel. This position is located in the Engineering Department, House Recording Studio (HRS), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The purpose of the House Recording Studio is to provide live broadcast coverage of House proceedings, live‑stream coverage of Committee hearings, and full‑service television and radio studios to Members of Congress. This position serves as Deputy Director, Engineering. Key responsibilities include supervising a designated team of Broadcast Engineers, including management of personnel schedule and performance management goals; liaising to various stakeholder organizations within the House community; and overseeing engineering operations and systems maintenance in areas designated by the Director of Engineering. Travel and a flexible work schedule including occasional weekends and late nights are required for this position. Schedule may fluctuate on a biweekly basis to accommodate the service needs of the House. Grade level at time of appointment is determined by experience and designated level of responsibility. The position has day‑to‑day supervisory/managerial responsibilities and access to Personally Identifiable Information (PII). Primary Duties/Responsibilities Manage a team of Broadcast Engineers to ensure that HRS support services are consistently maintained and performed with excellence. Provide oversight of technical projects, including systems commissioning, decommissioning, and routine maintenance. Mentor junior staff and impart technical and managerial expertise to nurture future leaders. Support and manage contractors as directed to facilitate the service needs of the House. Exercise clear, concise, and consistent communication to ensure effective coordination across engineering operations, production partners, and stakeholder groups. Oversee response to and timely correction of technical malfunctions or system failures that interrupt HRS services. Act as liaison to customers on matters pertaining to video production and collaborate with the fellow Engineering managers and Production Operations department to ensure there are adequate resources available for Committee broadcast requests. Serve as proxy for the Director of Engineering in their absence. Establish performance objectives and conduct routine check‑ins with direct reports to monitor and encourage successful outcomes. Plan, schedule, coordinate, and direct work activities; implement accountability measures to ensure successful delivery. Anticipate and prepare for upcoming events to ensure adequate resources are available. Ensure video capture of House proceedings and coordinate transfer of files to the National Archives and Records Administration (NARA) and the Library of Congress (LOC). Ensure documentation, maintenance, and updating of relevant operating procedures. Nurture collaborative communication with the Director of Engineering and submit project recommendations for approval as needed. Keep pace with industry trends and maintain timely knowledge of broadcast production technology and serve as a subject matter expert on engineering operations. Develop, conduct, and prepare reports in response to management inquiries; present results and analyses to senior management and/or other stakeholders as needed. Ensure the rigorous application of policies, principles, and practices in the delivery of business continuity and disaster recovery operations. Assist in the development of a yearly fiscal budget addressing current and future needs, including equipment, supplies and materials, training, and services. Interview candidates for hire and recommend appointments, promotions, and/or reassignments. Ensure that all audio and video productions meet current broadcast standards. Conduct on‑site surveys to ascertain system configurations needed to accommodate customer requests. Develop tools to track, analyze, and report key metrics. Ensure that preventative maintenance is completed and documented in accordance with established maintenance plan. Provide feedback and recommendations pertaining to the purchase, design, installation, and modification of all House audio and video production equipment. Work with management to determine acceptable levels of risk for the enterprise. Support procurement process by offering research and evaluation of systems, equipment, contractors, and proposals. Assist in determining the need for supplemental contractor support. Perform other official duties and special projects as assigned. Qualifications Minimum Qualifications A minimum of 10 years of relevant experience. At least 2 years of project management experience, which may include oversight of system commissioning, decommissioning, technical upgrades, maintenance cycles or similar project‑based responsibilities. Preferred Qualifications Bachelor’s degree in Engineering, Broadcast Engineering or a related field preferred. Industry‑recognized certifications, including but not limited to SBE, SMPTE, Q‑SYS, Dante, IP/Network, or similar technical credentials are preferred. Knowledge, Skill, and Ability (KSA) and Competency Requirements Knowledge of television, radio, AV, IP, structured cabling, and associated systems. Knowledge of studio facilities and standard television production operations. Knowledge of broadcast engineering and television industry standards. Knowledge of House parliamentary procedures encompassing both Committee and Floor. Knowledge of project management methodology. Skill in establishing effective working relationships with colleagues, junior staff, senior staff, operations personnel, and other stakeholders in service of the House of Representatives. Skill in adapting to dynamic production environments with varying broadcast systems. Skill in maintaining excellent communication, collaboration, and customer service. Skill in software applications, such as MS Office, ClickUp, Video Conference platforms, etc. Skill in personnel scheduling and coordination. Ability to teach others how to maintain, troubleshoot, and repair equipment. Ability to utilize Windows, Mac, and Linux systems. Ability to read and comprehend schematics, technical drawings, and manuals. Ability to establish and maintain administrative and quality control processes. Ability to handle sensitive and confidential matters with tact, as well as the ability to exercise judgement and discretion.
