QUALITY ASSURANCE SPECIALIST

U.S. Fleet Forces Command

You will serve as a QUALITY ASSURANCE SPECIALIST in the INSPECTION, TEST, QUALITY ASSURANCE & TRAINING DIVISION, LIFTING AND HANDLING DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD. TEMPORARY POSTION NOT TO EXCEED 1 YEAR AND MAY BECOME PERMANENT WITHOUT FURTHER COMPETITION. You will conduct shop investigations, special quality assurance investigations, failure analysis investigations, audits and studies to identify problems underlying causes. You will collect, monitor, analyze and interpret nuclear and non-nuclear statistical quality data, audit findings and Rework expenditures. You will prepare investigative analysis and quality indicator reports relating to deficiencies. You will prepare charts, graphs and monthly reports to management. You will take or recommend appropriate action to help reduce rework or prevent recurrence of deficiencies or quality problems. Conditions of employment Must be a US Citizen. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You will be required to successfully complete a pre-appointment physical examination. You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes continuously for the duration of the work shift. Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This is a bargaining unit position. Qualifications GS-11 Your Resume Must Demonstrate At Least One Year Of Specialized Experience At Or Equivalent To The GS-09 Grade Level Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector. Specialized Experience Must Demonstrate The Following Experience performing quality assurance tasks using established procedures and techniques regarding the overhaul of nuclear and non-nuclear submarines and/or lifting and handling operations. Experience explaining and applying technical requirements and specifications to quality problems encountered in activities such as procedures evaluation, process audits, product inspections and investigations of defective material to initiate corrective actions. Experience applying fact-finding and investigative techniques to identify inadequacies relative to unsatisfactory conditions or trends and request corrective action. Experience computing data, summarizing results and preparing reports or charts and experience implementing plans/procedures and investigation of processes to determine problem areas. GS-09 Your Resume Must Demonstrate At Least One Year Of Specialized Experience At Or Equivalent To The GS-07 Grade Level Or Pay Band In The Federal Service Or Equivalent Experience In The Private Or Public Sector. Specialized Experience Must Demonstrate The Following Experience conducting a quality assurance program that assurances all Weight and Material Handling Equipment is maintained. Experience conducting inspections of weight and material handling equipment to determine adequacy and safety for continued certification and operation. Experience conducting surveillance of work performed on weight handling equipment. Experience performing investigations and analysis related to technical and quality systems. Experience performing condition surveys and acceptance testing on cranes returning from overhaul or newly procured weight handling equipment.
