DTA Works Coordinator

The Department of Transitional Assistance (DTA) is seeking applicants for the DTA Works Program Coordinator position. The selected candidate will assist with outreach, recruitment, and retention of DTA Works interns within the assigned coverage area, as well as provide placement, mentoring, and transition services for both current and incoming interns. Duties and Responsibilities (these duties are a general summary and not all inclusive): * Triage and screen incoming DTA Works intern resumes (checking eligibility in BEACON, scheduling interviews, etc.); conduct interviews and orientations. * Conduct outreach and recruitment for high priority DTA Works Intern placements, including coordinated communication with Full Engagement Workers (FEWs) and local Transitional Assistance Office (TAO) staff to find appropriate placements. * Provide mentoring support around employment searches and address any barriers interns may have to employment (lack of childcare, housing issues, skills development, etc.). * Maintain communication with intern mentors and TAO leadership during placements. * Ensure interns are adhering to the policies and procedures of the internship and address behavioral issues, as necessary. * Track DTA Works intern participation, and report and process monthly payroll. * Maintain expenditures of allotted DTA Works budget for TAOs within the coverage area. * Maintain communication and provide transitional support to interns who become hired within DTA. * Recruit and manage off-site DTA Works placements, including locating additional host sites for placements at other state agencies, local community providers, MassHire Career Centers, etc. * Assist with continued quality improvement projects for DTA Works Internships including seeking feedback from interns and supervisors on potential program improvements. * Manage/Facilitate program required meetings, ex. Job Club, financial coaching sessions, and support program staff, as necessary. * Act as an agency liaison for the DTA Works Program. * Engage the parent/client voice by conducting quarterly client focus groups to assess current strategies and initiatives, as well as major challenges or barriers that are affecting DTA clients. * Coverage area includes the following TAOs: Nubian Square, Quincy, Brockton, Chelsea, Malden, Lawrence, Lowell, North Shore, Fall River, Hyannis, New Bedford, and Taunton. These coverage areas are subject to change. Required Qualifications: * Knowledge of work simplification methods. * Knowledge of the methods used in general report writing. * Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations. * Ability to gather information by examining records and documents and by interviewing individuals. * Ability to assemble items of information in accordance with established procedures. * Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities. * Ability to assemble items of information in accordance with established procedures. * Ability to prepare and use charts, graphs, and tables. * Ability to write concisely to express thoughts clearly and to develop ideas in logical sequence. * Ability to adjust to varying or changing situations to meet emergency or changing program requirements. Preferred Qualifications: * Knowledge of the principles and practices of human resource management including behavioral techniques, planning, forecasting, organizational development, etc. * Knowledge of the organizational structure and functions of DTA. * Knowledge of the proper procedures for making and receiving agency phone calls. * Knowledge of the types and uses of agency forms. * Ability to express thoughts clearly and to communicate effectively in oral and written expression. * Ability to establish and maintain harmonious working relationships with others. * Ability to adjust to varying or changing situations to meet emergency or changing program requirements. * Ability to exercise discretion in handling confidential information. * Ability to operate a motor vehicle. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.* III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.* * Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: No substitutions will be permitted for the required (B) experience. Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
