Mechanical Maintenance Supervisor III - Aviation Department

Phoenix Sky Harbor International Airport (PHX) served approximately 52 million passengers in 2025, making it one of the busiest airports in the nation and a key hub in the country's fifth-largest city. PHX is the largest of three airports in the Phoenix Airport System, along with Deer Valley and Goodyear, operated by the City of Phoenix Aviation Department (AVN). Collectively, these airports generate an estimated $38 billion annual economic impact. The Aviation Department is seeking a Mechanical Maintenance Section Head to provide oversight of 8,000 mechanical pieces of equipment and to oversee preventive/predictive maintenance to minimize downtime and risk. The role will coordinate closely with cross‑functional teams, contractors, and regulatory partners to ensure reliable operations and continuous improvement in safety, efficiency, and innovation. Responsibilities Oversight of 8,000 mechanical pieces of equipment. Oversee preventive and predictive maintenance to minimize downtime and risk. Coordinate with cross‑functional teams, contractors, and regulatory partners. Manage mission critical systems including HVAC, plumbing, pumping stations, central plants, passenger boarding bridges (PBBs), and fire/life safety infrastructure. Ideal Candidate Familiar with lifecycle planning for critical mechanical assets. Familiar with contract administration and vendor performance. Strong customer service skills and stakeholder engagement experience. Proficient computer skills in Microsoft Office applications: Excel, Word, and Outlook. Proficiency in utilizing work order management systems to drive predictive maintenance improvements and coordinate external contractor support. Minimum Qualifications Four years of progressively responsible experience in airport activities or technically specific areas, with at least two years in a supervisory capacity. Associate’s degree in public, business, or airport administration or a related field. Will require working irregular hours, weekends, holidays, and evenings. Other combinations of experience and education that meet the minimum requirements may be substituted. All finalists subject to a criminal background check applicable to the department or position. Candidates must consider TSA general factors for disqualification of employment for working at PHX; other factors may also lead to disqualification. Will be required to operate City vehicles on City business, with physical capability, valid driver’s license, and acceptable driving record; use of a personal vehicle prohibited if not authorized or lacking insurance. Preferred Qualifications Experience managing large budgets and contracts. Experience with SAP/xPort and CMMS programs. Experience in regulatory compliance or auditing practices. Experience with FAA Airport Safety Management System. Experience with Building Automation System (BAS) programs. Experience with union compliance within technical O&M operations. Experience with preventive/predictive maintenance programs. Experience with central plants and critical mechanical infrastructure. Experience managing frontline supervisors and technical O&M teams. Experience maintaining and servicing central plant equipment to ensure long‑term operational efficiency and reliability. Experience managing fire and life suppression systems with a strong focus on maintaining strict regulatory compliance. Experience with Passenger Boarding Bridges (PBBs) and/or Fire/Life Safety Programs, and/or Safety & Regulatory Compliance. Experience providing direct frontline supervision and operational oversight to ensure the successful daily performance of technical teams. Experience leading large‑scale personnel through the development of strategic work plans and the oversight of comprehensive training programs.
