Regional Manager (REVENUE ADMINISTRATOR V) (Taxpayer Services Division)

Position Regional Manager in the Taxpayer Services Division (Comptroller of Maryland). GRADE: 19 Locations: Baltimore City, Bel Air, Windsor Mill. Responsibilities Oversee operations of the three branch offices, ensuring the delivery of high‑quality taxpayer services and compliance with State tax laws. Provide direct support to branch office managers, coordinating operational needs and promoting consistency, efficiency and accountability. Supervise, direct and review work of branch staff, providing training, guidance and resources necessary for daily operations. Ensure adherence to tax laws and agency policies, monitor workflow and maintain internal controls. Report to the Section Manager of Branch Operations. Serve as emergency essential personnel during normal and emergency situations, ensuring adequate staffing. Support agency emergency operations and maintain ability to staff during high‑volume periods. Minimum Qualifications Graduation from an accredited high school or possession of a high‑school equivalency certificate. Six years of professional experience in auditing, accounting, tax law, general management or customer service. At least three years of that experience must involve supervising revenue administrators, accountants or auditors, providing legal advice involving tax law, or be in a responsible administrative or management role. Substitutions: an associate’s degree may replace two years of required experience; a bachelor’s degree may replace three years; 30 college credits may replace one year; graduate education may replace required experience; a CPA license may replace required experience; military service at the rank of Corporal/Petty Officer or higher in accounting or budget classification may replace required experience. Proof of equivalent foreign education is required if the degree was earned outside the United States. Desired/Preferred Qualifications Prior supervisory/management experience. Experience optimizing organizational structure, evaluating staffing needs and managing operations across multiple locations. Ability to adapt to changing priorities. Proficiency with personal computer and software applications. Knowledge of Federal and Maryland tax laws and forms. Strong verbal and written communication skills. Other Information Employees may be required to operate a personal motor vehicle and must possess a valid driver’s license. Evening and weekend work may be required during peak periods. Work may involve the occasional uncomfortable or unpleasant interaction with taxpayers. Physical demands include lifting 25–35 pounds and climbing ladders. Employees may not prepare tax returns outside the scope of the position or work for private accounting firms. Telework is not available for this position. Benefits State of Maryland benefits apply.
