This Financial Specialist position is located at Hartsfield-Jackson Atlanta International Airport (ATL) , Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

If selected for this position, you will serve as a Financial Specialist at a large airport or at a hub operation providing administrative support within Security Operations (SO), Transportation Security Administration (TSA),Department of Homeland Security (DHS). Duties may include but are not limited to:

• Performing a variety of financial management operations to support TSA Operations at the airport and spokes, to include budget formulation, execution, oversight, and management of travel and acquisitions activity; and monitoring and ensuring compliance of budget and financial activities will all DHS/TSA policies and guidelines.
• Serving as a subject matter expert and team leader for projects involving complex business and financial disciplines, such as finance, accounting, budget, cost-analysis, and various management functions.
• Providing authoratative policy interpretations on a wide range of financial management issues and developing unprecedented solutions to critical financial management issues.
• Obtaining the cooperation of multiple customers who may initially be reluctant or resistant to reprogramming or transfer of funds amount multiple large budgets needed to address critical emerging tactical and strategic funding priorities.

Other duties may include:

• Providing advice and guidance to more junior specialists, professionals, managers, employees, and external representatives to resolve problems not always susceptible to treatment by standard methods.
• Serving as a troubleshooter and data researcher for all budgetary and financial problems and issues.
• Identifying and proposing solutions to complex problems where previous studies and established techniques require modification and adaptation.
• Preparing budget estimates and consolidating the estimates into an integrated budget forecast. Providing budget justifications by compiling, comparing, and correlating information about current and future programs.
• Conducting financial reconciliation and record auditing.

Qualifications

To qualify for the SV-I Pay Band (equivalent to the GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes:

• Identifying and proposing solutions to financial management problems; interpreting financial management policy guidance and providing assistance to managers and employees in guidance interpretation; and preparing and reviewing financial management reports, recommending improvements to financial management systems and processes.

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
