Project Manager

We have an outstanding career opportunity for a Project Manager to join a leading Company located in the Houston, TX surrounding area.

The Project Manager (PM) is the single-point ownerof project execution from contract award through closeout.This role is accountable for safety, schedule, cost, quality, scope control, cash flow, and customer satisfaction. The PM must understand construction management fundamentals, purchasing and procurement, detailed cost controls and job costing, field productivity, and how to translate an estimate into a workable plan that a foreman can execute day-by-day. The PM coordinates internal teams and external partners to deliver work profitably and professionally.

Responsibilities :

• Core Accountabilities
  • Deliver projects on schedule and within budget while maintaining required safety and quality standards.
  • Own and control scope: execute what is contracted, document changes, and secure approvals before proceeding.
  • Maintain real-time cost visibility through job costing, percent complete validation, and accurate forecasting.
  • Drive proactive planning and clear communication with foremen, subcontractors, vendors, owners, and general contractors.
  • Ensure timely billing, change order capture, and cash collections in partnership with accounting.
• Project Lifecycle Responsibilities
• Project Handoff & Startup
  • Review contract documents in full: scope, drawings/specifications, alternates, clarifications, exclusions, schedule requirements, liquidated damages, and insurance/bonding.
  • Participate in a formal internal handoff with estimating: review estimate assumptions, labor hour build-up, material takeoffs, major equipment, subcontractor scope, and risk items.
  • Set up the job in the company's project controls system (job cost codes, budget, WBS, commitments, billing schedule, and project directory).
  • Establish the project execution plan: key milestones, procurement plan, staffing plan, logistics plan, and communication cadence.
• Planning, Scheduling & Foreman Work Packaging
  • Build and maintain a project schedule aligned to the prime contract and GC/owner milestones (e.g., MS Project/Primavera as applicable).
  • Break the estimate into a deliverable-based work plan: phases, areas, systems, and trade packages.
  • Convert the schedule into weekly and daily production plans with measurable quantities (feet of pipe, number of hangers, duct sections, device counts, terminations).
  • Provide foremen with clear daily/weekly targets and constraint removal (materials available, permits, access, shutdown windows, inspections).
  • Lead weekly look-ahead planning and constraint tracking; verify readiness before releasing work to the field.
• Field Coordination & Productivity Management
  • Conduct regular site walks; understand actual progress, installation quality, and upcoming constraints.
  • Perform or validate field takeoffs to confirm installed quantities and percent complete by cost code.
  • Monitor labor productivity versus budgeted hours; identify variances early and implement recovery plans.
  • Coordinate with foremen on manpower loading, overtime decisions, crew mix, and sequencing.
  • Ensure daily reports capture progress, manpower, issues, and delays; use these reports to protect the company's position.
• Procurement, Purchasing & Subcontract Management
  • Create a procurement log for all long-lead equipment and critical materials (lead times, submittal dates, release dates, delivery dates).
  • Develop bid packages and scope narratives for subcontractors; solicit, evaluate, and level bids.
  • Write and issue purchase orders/subcontracts with clear scope, schedule requirements, submittals, insurance, and payment terms.
  • Track vendor and subcontractor performance: submittals, deliveries, manpower commitments, quality, and safety.
  • Approve vendor invoices against commitments, receiving documentation, and percent complete; resolve discrepancies quickly.
• Submittals, RFIs & Document Control
  • Create and maintain a submittal register; ensure submittals are complete, compliant, and on time.
  • Coordinate review cycles with engineers/GC/owner; track status and drive timely approvals.
  • Develop and manage RFIs: identify design conflicts early, propose solutions, and document responses.
  • Maintain accurate drawing/spec control: issue latest revisions to field, manage bulletin/addendum impacts, and prevent rework.
• Cost Controls, Job Costing & Forecasting
  • Own the project budget at the cost code level: labor, material, equipment, subcontract, permits, rentals, and other direct costs.
  • Update cost-to-complete (CTC) forecasts at least monthly (weekly for high-risk projects).
  • Reconcile committed costs, incurred costs, and remaining exposure; ensure commitments reflect the true scope.
  • Validate percent complete using field takeoffs and production metrics, not solely invoice timing.
  • Produce and update cost status reports: budget vs. committed vs. actual vs. forecast, with variance explanations and action plans.
  • Monitor and manage gross margin throughout the project; escalate risks early with recommended corrective actions.
• Change Management (Change Orders & Claims)
  • Identify scope changes immediately (design revisions, RFI responses, field directives, differing site conditions).
  • Quantify impact (labor, material, schedule) and prepare clear change proposals with backup.
  • Track change order status: submitted, pending, approved, rejected; follow up relentlessly to convert to executed change orders.
  • Protect entitlement through proper documentation: daily reports, photos, meeting minutes, emails, and notices.
  • Coordinate schedule impacts and time extension requests with the GC/owner when warranted.
• Billing, Cash Flow & Financial Administration
  • Set up and manage the project billing schedule (SOV, milestones, unit rates) consistent with the contract.
  • Prepare monthly pay applications with accurate percent complete by cost code/system/area.
  • Ensure supporting documentation is complete (waivers, certified payroll, test reports, sub/vendor backup).
  • Coordinate with accounting on AR status; proactively address invoice disputes and accelerate collections.
  • Manage retention, release conditions, and final payment requirements.
• Quality, Safety & Compliance
  • Champion jobsite safety and compliance with the site-specific safety plan and company policies.
  • Ensure required permits, inspections, and quality control checks are planned and completed.
  • Drive QA/QC: install standards, test plans, punch lists, and rework prevention.
  • Coordinate commissioning/start-up activities (TAB, controls verification, functional testing) where applicable.
  • Maintain compliance documentation (insurance, COIs, lien waivers, sub safety documents, closeout deliverables).
• Stakeholder Communication & Meetings
  • Lead internal project meetings: weekly status updates, cost reviews, procurement, and risk management.
  • Represent the company in OAC/GC meetings; communicate progress, constraints, and resolution plans.
  • Provide clear written communication: meeting minutes, action items, RFI/change logs, and customer updates.
  • Manage escalations professionally; maintain strong client relationships while protecting project interests.
• Project Closeout
  • Drive substantial completion, punch list completion, and turnover requirements.
  • Deliver closeout package: as-builts, O&M manuals, warranties, training, test reports, and commissioning documentation.
  • Close financials: reconcile commitments, ensure all change orders are billed, release retention, and finalize job cost.
  • Conduct a lessons-learned review and capture improvements for estimating and execution playbooks.

Basic Hiring Criteria :

• Demonstrated experience managing mechanical and/or electrical construction projects from award through closeout.
• Strong understanding of construction management processes: scope, schedule, procurement, cost control, and field coordination.
• Ability to interpret drawings/specifications and translate an estimate into a detailed execution plan.
• Working knowledge of job costing and forecasting; comfortable owning project P&L at the job level.
• Proficiency with submittals, RFIs, change orders, and contract administration.
• Ability to perform field takeoffs and validate percent complete with measurable quantities.
• Strong communication skills; able to lead meetings, write clear emails/logs, and drive accountability.

Preferred Tools & Systems :

• Project management/field collaboration: Procore, Autodesk Build, or similar.
• Scheduling: Microsoft Project or Primavera P6.
• Estimating and takeoff tools: Bluebeam, Trimble/Accubid, or similar (as applicable).
• ERP/job cost: CMiC, Viewpoint, Sage, Spectrum, or similar.
• Strong Excel skills for cost tracking, forecasting, and reporting.
