Aviation Resource Management Specialist

Duties As an AVIATION RESOURCE MANAGEMENT SPECIALIST (GS-0301-09) you will plan, analyze, manage and control all operational & administrative aspects of aviation resources, safety, training, and flight hours by utilizing the Aviation Resource Management System (ARMS). • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
• Selectee will be required to wear the military uniform.
• Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
• Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
• Males born after 31 December 1959 must be registered for Selective Service.
• Federal employment suitability as determined by a background investigation.
• May be required to successfully complete a two year trial period.
• Participation in direct deposit is mandatory.
• Must be able to obtain and maintain the required secret security clearance.
• Ability to establish effective professional working relationships with Chain of Command, coworkers, and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
• May occasionally be required to work other than normal duty hours; overtime or comp time may be required.
• May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.

Qualifications Military Grades: ENLISTED GENERAL EXPERIENCE : Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE : Must have one year specialized experience, education or training equivalent to at least the next lower grade level. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Must have experience developing administrative procedures. Must have experience serving as a management analyst with responsibility to advise and correct all operational and administrative aspects of the Aviation Resource Management System. Must have experience maintaining, controlling, and assigning security levels to users to ensure security of the database. Must have experience developing and implementing unique applications programs using base-level computers to meet the specific needs of the unit. Education If using educations to qualify for this position, master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a related field COMBINATION OF EDUCATION AND EXPERIENCE: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a four year degree in a related field. Graduate Education: Education at the graduate level in an accredited college or university. You must provide Official Transcripts as documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. ADDITIONAL CONDITIONS OF EMPLOYMENT: This position as required, requires additional training in the following courses: Squadron Aviation Resource Management Course; Host Aviation Resource Management Course; Aviation Resource Management Report & Design Analysis Course; Air National Guard Aviation Resource Management Senior Enlisted Course When 9 skill-level is received, member will hold Advanced Aviation Resource Management Special Certification 066. When criteria are met in IAW AFMAN 11-421, para 5.3.3.1, will receive Special Certification 271. If member is a Regional Functional Manager, will hold SEI 063.

This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.
