At least 6 months of valid workauthorization Tentative Start Date 09/21/2026 Deadline 09/08/2026 Project Overview The Business Analyst will serve as thediscovery and analysis lead for the Documentation Recovery initiative. Workingacross Information Technology and with key County stakeholders, the BA willinventory and assess existing documentation, interview subject-matter experts,document current-state processes and technology dependencies, identifydocumentation and process gaps, and organize findings into structured inputsfor the Technical Writer and IT leadership. The work will supportcybersecurity, operational continuity, knowledge transfer, disaster recovery,and long-term documentation governance. Duties/Responsibilities: Lead discovery sessions, interviews, andworkshops with IT teams and County stakeholders. Inventoryexistingtechnical,operational, security, system, application, infrastructure, and recoverydocumentation. Analyze and document current-statebusiness and IT processes, workflows, roles, dependencies, handoffs, andpain points. Create process maps, workflow diagrams,data/process flows, inventories, matrices, and other analysis artifactsusing Microsoft Visio and Microsoft 365. Identifydocumentation gaps, singlepoints of knowledge, process risks, inconsistencies, and opportunities forstandardization. Gather, organize,validate, andprioritize requirements for SOPs, runbooks, knowledge articles, systemdocumentation, and recovery documentation. Translate SME knowledge into clear,structured source material and collaborate closely with the TechnicalWriter. Facilitate review and validation sessionsto ensure documented processes accurately reflect County operations. Maintain a documentation backlog, statustracking, priorities, ownership, and dependencies. Support development ofdocumentation standards, templates, governance, ownership, review cycles, andrepository organization Requirements Education and Certifications: Bachelor's degree in InformationTechnology, Information Systems, Business, or a related field, ORequivalent relevant professional experience. Demonstrated experience andquality of prior work are more important than a specificcertification. Required Skills: 10+ years of demonstrated businessanalysis experience supporting complex IT and technology environments,with expertise in analyzing business needs and translating them into clearfunctional and technical requirements. Strong experience in requirementselicitation, stakeholder interviews, workshops, facilitation, requirementsvalidation, and stakeholder management across business and technicalteams. Advanced proficiency with Microsoft 365,including Word, Excel, PowerPoint, Teams, and SharePoint, for requirementsdocumentation, analysis, reporting, presentations, collaboration, andproject communication. Strong proficiency with Microsoft Visiofor developing business process flows, workflow diagrams, process maps,system diagrams, and technical/business documentation. Extensive experience collaborating withtechnical SMEs and cross-functional teams across infrastructure,application development, service delivery, cybersecurity, and other ITdisciplines to define requirements, resolve issues, and support successfultechnology implementations. Preferred Skills: Experience supporting documentationrecovery, IT operational maturity, knowledge-management, andprocess-standardization initiatives, including development and maintenanceof SOPs, process documentation, and operational knowledge bases. Strong experience documentingcybersecurity, IT infrastructure, disaster recovery, business continuity,and IT service-management processes, ensuring documentation is accurate,consistent, and aligned with operational requirements. Hands-on experience with SharePoint-baseddocumentation repositories, including document organization, versioncontrol, access management, collaboration, and documentation governance. Familiarity with recognized IT andcybersecurity frameworks, including ITIL, NIST, and CIS, with experiencealigning processes, controls, and documentation with established standardsand best practices. Experience working within government andhighly regulated environments, supporting structured documentation,compliance, security, governance, and operational requirements. CBAP, CCBA, PMI-PBA, PMP, ITILFoundation, or comparable professional certification. Additional Skills: Ability to analyze undocumented orinconsistently documented processes and convert institutional knowledgeinto structured artifacts. Excellent written, verbal,organizational, and analytical skills. Ability to manage multipleworkstreams, priorities, dependencies, and deliverables with limitedsupervision.
