Configuration Management and Documentation Specialist/Tech Writer

Location: Remote (preference to local Washington, DC area)

Clearance: Public Trust

Employment Type: Full-time

Compensation: $95K - $107K DOE

 

Position Summary

Revolutional is seeking a Configuration Management and Documentation Specialist/Tech Writer to own configuration management, change management, and enterprise documentation lifecycle support for an anticipated Veterans Affairs (VA) program. This role maintains the enterprise artifact library and configuration management database, develops and maintains security baselines and configuration documentation across VA systems and platforms, and authors and edits the standard operating procedures, technical reports, and knowledge products that keep the program audit ready. The ideal candidate is comfortable moving between configuration management discipline, change management process, and clear, accurate technical writing at the compliance rigor of a major federal agency.

Key Responsibilities

• Maintain an organized, searchable, and version-controlled Artifact Library of project artifacts, including plans, reports, diagrams, templates, configuration documentation, SOPs, test evidence, and technical deliverables.
• Ensure all artifacts are clearly labeled, dated, and categorized in accordance with Government-approved taxonomy and naming conventions, and that all documents remain current and reflect the most recent Government-approved baseline.
• Implement and maintain access controls for the Artifact Library and configuration repositories so that only authorized personnel can add, modify, or delete artifacts and configuration items.
• Support knowledge transfer by ensuring all artifacts and documentation are accessible, well-organized, and maintained for the duration of the contract.
• Develop, maintain, and update enterprise-wide security baselines for operating systems, databases, cloud-native platforms, medical devices, IoT ecosystems, and other technologies used across the VA environment, reflecting federal standards, VA requirements, and industry best practices.
• Document configuration standards and baseline specifications and deliver recurring reporting that provides enterprise-wide visibility into configuration posture.
• Develop Security Engineering Consideration Plans and Security Requirements Needs Documents that establish the security requirements baseline and automated traceability framework for assigned systems and platforms.
• Prepare monthly Baseline Configuration Reports and weekly Security Baseline Configuration and Assessment Reports documenting configuration status, compliance against applicable baselines, identified deviations, and remediation recommendations.
• Draft, edit, and maintain Standard Operating Procedures (SOPs), RACI matrices, workflow diagrams, and stakeholder training guides supporting configuration management and intake processes.
• Document technical processes, system configurations, and change management procedures to ensure an accurate and current enterprise record.
• Maintain a centralized Configuration Management Database (CMDB) aligned with IT service management (ITSM) frameworks and best practices, such as ITIL.
• Ensure documentation and configuration artifacts comply with the Technical Reference Model (TRM) and Section 508 accessibility standards.
• Support requirements traceability by developing and maintaining Requirements Traceability Matrices (RTM) tied to Assessment & Authorization (A&A) and ATO activities.
• Coordinate with engineering, security, and program teams to align configuration management activities with the overall project lifecycle, from requirements through ATO.

Required Qualifications — Experience

• Minimum of 5 years IT experience of which at least 3 years are of Configuration Management/Tech Editing experience at a large corporation or Government agency similar in size/scope to GSA, IRS, DoD or VA. A Master's degree in a related IT field (i.e. Cybersecurity, Computer Science, Information Systems, Information Assurance, Information Security, Information Resource Management) may substitute for up to 2 years of the required experience
• Expertise configuration management, change management, or related roles within IT or software development environments.
• Expertise overseeing and maintaining configuration items such as hardware, software, documentation, and other deliverables.
• Expertise with documenting technical processes, system configurations, and change management procedures to ensure an accurate record.
• Expertise with IT service management (ITSM) frameworks and best practices (e.g., ITIL). Proven experience in maintaining a centralized. Configuration management database (CMDB).
• Expertise in project management or working in a project-oriented environment, with an understanding of how configuration management fits into the overall project lifecycle within a large corporation and Government agency similar in size/scope to GSA, IRS, DoD or VA.

Required Qualifications — Education

• Bachelor's or Associate's degree in an IT-related field (e.g., Cybersecurity, Computer Science, Information Systems, Information Assurance, Information Security, Information Resource Management).
• Experience / Education Substitution
  IAT III/ IAM III / IASAE III certifications may be substituted for a relevant Bachelor's degree or 4 years of relevant experience

Required Certifications

• Certification in one or more of the following: IAT Level III, IAM Level III, or IASAE Level
