Deputy Intelligence Community Chief Financial Officer

The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFO's three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement.

EXECUTIVE CORE QUALIFICATIONS (ECQs) To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) and the Intelligence Community Senior Officer Core Qualification (ICSOCQ) listed below in your resume. ECQ 1: Commitment to the Rule of Law and Principles of the American Founding This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

ISCOCQ: Leading the Intelligence Enterprise This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values.

Note: If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualification Review Board (QRB)) or your eligibility for noncompetitive appointment to the SES.

Mandatory Requirements:

Superior knowledge and understanding of IC budget policies, authorizations, and appropriations processes and procedures.

Expert experience of IC financial and business planning processes and ability to formulate, defend, and implement IC programs and budgets.

Superior knowledge of analytic, diagnostic, and qualitative techniques sufficient to identify, evaluate, and recommend appropriate solutions to resolve the most complex financial matters.

Comprehensive knowledge of the IC mission, objectives, policies and current events across the IC.

Exemplary problem-solving skills and ability to identify problems and implement corrective processes.

Comprehensive knowledge of the Federal government’s regulations regarding business practices and procedures to successfully formulate and execute fiscal budgetary responsibilities.

Expert experience working issues/projects/programs with other members of the Intelligence Community and Oversight bodies.

Expert experience coordinating complex or contentious issues across multiple agencies.

Outstanding interpersonal and negotiation skills, and the ability to build consensus, work effectively, and independently exert influence to major stakeholders.

Superior oral and written communication skills, including the ability to clearly convey complex information and technical data to all levels of management.

Desired Requirements:

Bachelor's degree or equivalent financial experience.

Experience serving in a CFO office.

Familiarity with the IC's procurement and contracting efforts and enhancing the collective performance of these disciplines in support of attaining mission needs in a rapidly changing national security environment.

Experience overseeing acquisition programs and/or facility portfolios.
