The Finance Department is responsible for managing the City's fiscal operations and ensuring sound financial practices in compliance with state and federal laws. The Department oversees budgeting, accounting, cash management, purchasing, accounts payable, payroll, and utility billing to support effective financial planning and service delivery. Divisions within Finance handle critical tasks such as budget development, financial reporting, revenue administration, investment, and procurement. all aimed at maintaining a strong financial foundation. Committed to efficiency and accuracy, the Finance team plays a key role in managing public funds and enabling the City to provide high-quality services to the community.

Duties/Responsibilities

What You'll Do

As our new Accounting Manager, you will:

• Lead and oversee the Accounting Division and its core functions, including financial reporting, accounts payable/receivable, payroll, cash-management, grants, audits, and debt management.
• Oversee the City's treasury operations, investments, banking relationships, debt issuance, and bond compliance.
• Develop and maintain accounting policies, procedures, internal controls, and practices to ensure accuracy, efficiency, regulatory compliance, and fiscal accountability.
• Direct the preparation of the City's financial statements, ACFR, budget, forecast, audit, and other required financial reports.
• Supervise, train, and evaluate accounting staff and promote organizational performance.
• Ensure compliance with GASB standards, applicable laws and regulations, and City policies.
• Oversee the City's ERP and financial systems, including system improvements, upgrades, and user training.
• Advise management and present financial information and recommendations to City leadership, commissions, committees, and boards.
• Evaluate operations, identify opportunities for improvement, and implement approved changes to policies, procedures, and processes.

What We're Looking For

Someone who:

• Has extensive knowledge of governmental accounting, auditing, budgeting, GAAP, GASB standards, internal controls, and applicable laws and regulations.
• Demonstrates leadership experience managing accounting operations, financial systems, policies, and organizational processes.
• Has ability to supervise, develop, and motivate staff and foster effective working relationships.
• Is strong in financial analysis, forecasting, problem-solving, research, and decision-making, with the ability to develop sound recommendations.
• Has excellent oral and written communication skills, including, the ability to prepare and present complex financial information, and proficiency with ERP and financial systems.

Qualifications

Minimum Qualifications:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Education: Equivalent to a bachelor's degree from an accredited college or university with major coursework in accounting, finance, business or public administration, or a related field.
• Experience: Five (5) years of increasingly responsible government finance experience, including two (2) years of experience in a supervisory or management capacity.

Special Requirements

Physical Demands and Working Conditions:

• Mobility to work in a standard office setting and use standing office equipment, including a computer.
• Operate a motor vehicle and visit various community sites.
• Vision to read printed materials and a computer screen.
• Hearing and speech to communicate in person and over the telephone.
• The ability to lift, carry, push, and pull materials and objects averaging a weight of 10 pounds.
