DESCRIPTION / ESSENTIAL FUNCTIONS

This position provides executive-level leadership, strategic direction, and administrative oversight for the Community Services Department that includes the Tempe Public Library, Recreation Services, Park Services, and Arts and Culture Services. Prepares and implements the annual operating budget and Capital Improvement Program (CIP) for the department. Coordinates assigned activities with other city departments and outside agencies, and provides highly responsible, complex administrative support to city management staff and the City Council. Serves as a key member of the City’s Senior Management Team and reports directly to the City Manager’s Office. Duties include, but are not limited to the following: ¿¿Administers, plans, and directsthe activities of the Tempe Public Library, Recreation Services,Park Services,andArts and Culture Services.¿ Advises, consults with,and providesinformation to the City Manager and Deputy City Managersregardingthe Community Services Department and its programs. Ensure qualityparks,facilities,library,recreationprogramsand services providedfor youth,adults, andcommunity.

• ¿Administersand directscomprehensive programs; formulatesand recommendspolicies,regulationsand practices for carrying out the program; consultswith andadvisecity staffon thecoordinationofvarious phases ofcitypolicies, practices,ordinancesand resolutions.¿
• ¿Directs, oversees,and participatesin the development of the department's work plan. Assignswork activities, projects,and programs.Reviewsand evaluateswork products, methods,and procedures.¿
• ¿Developsand implementstheannualCIP program for the department includingpark andfacility renovations and maintenance, aquatics facilities, asset management projects,and other projects.
• Supervisesand participatesin the development and administration of the departmentoperatingbudget. Directsforecastingforstaffing, equipment,materials, and supply needs; monitorsand approvesexpenditures; and implementsmid-year adjustments.¿

Coordinatesdepartmental activities with other city departments,externalagenciesand organizations.Preparesand presentsstaff reports,correspondence,and presentationsbefore the City Council,boards, commissions,and community organizations. May perform responsibilities of a similar nature and level as assigned.

REQUIREMENTS

Experience: Eight (8) years of experience : management experience in recreation, visual or performing arts, library services, parks services, cultural services, management /administration, or related experience. Candidates must have the minimum amount of work experience. Years of experience are based upon a full-time work schedule (2,080 hours per year). The sum of an applicant’s full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience. Education: Bachelor's degree in Business, Public Administration, Parks and Recreation Management, Arts Administration, Library Science (MLIS or MLS) or related field.
