Vice President for Administration
The Vice President for Administration (VPA) serves as the College's Chief Financial Officer, Technology Officer, Human Resources Officer and Facilities Officer and provides vision and leadership for all departments within the unit. The VPA is a member of the Executive Leadership Team (ELT), working closely with the President, Vice President for Instruction, and the Vice President for Development to provide strategic and operational leadership of the College.
Provides innovative leadership, vision and supervision for financial services, human resources, facilities, technology services, security, safety, and Public Radio East (PRE)
Oversees auxiliary operations including the College Bookstore, food service operations, and other support services; ensures these functions provide high-quality service, support the student experience, operate efficiently, and contribute to the overall financial health of the College
Coordinates, develops and oversees the College's annual operating budget including grants
Prepares fiscal, facility, safety, personnel, and security reports for presentation to the College's Board of Trustees
Serves as Treasurer of the Craven Community College Foundation Board and the Public Radio East Foundation Board
Spearheads the budget development process in collaboration with the Executive Leadership Team
Prepares and presents State and County budget proposals to appropriate agencies/entities
Monitors the investments of the College, the College Foundation and the Public Radio East Foundation
Coordinates and reviews annual audits with various agencies and independent CPA groups as required and implements suggestions and/or recommendations for procedural improvement
Oversees the authentication of College contracts, licenses and permits
Provides cost-effective administrative support services responsive to the needs of students, staff and the community
Oversees the creation and implementation of the technology planning process for campus wide technology needs, including the bidding process used for purchase of capital level purchasing
Oversees the management of physical plant operations including maintenance, grounds, housekeeping, renovations, vehicle operations, and manages insurance/liability coverage needs
Oversees the Master Facilities Plan and new and existing construction projects from concept to turn-key acceptance of projects
Assists in the development of College-wide emergency plans, annual plan updates, and oversees a campus-wide emergency preparedness committee to conduct annual table-top exercises, assess quality of response and initiate protocol changes
Oversees all aspects of the human resources function within the College including managing talent acquisition, employee relations, benefits administration, compliance, and HR strategy
Creates and implements people and culture strategies that support the College's mission, vision, values, and strategic priorities
Establishes and implements short- and long-term departmental goals, objectives and operating procedures aligned with the College's mission, goals and objectives
Develops, reviews, and maintains policies and procedures to ensure operational efficiency, regulatory compliance, and alignment with College goals
Participates in appropriate committees and task forces as assigned
Performs other job-related duties and projects as assigned in support of the College's mission, core values and goals
Master's degree from a regionally accredited institution of higher learning. Preference will be given for a master's degree in one of the following disciplines: accounting, finance, business administration, public administration, computer/information technology, or human resources Ten (10) years' supervisory experience in at least one of the departments within the administrative services division. Valid driver's license. Strong preference will be given to candidates having at least five (5) years' supervisory employment within the North Carolina Community College System in at least one of the departments within the administrative services division.
Knowledge and understanding of community college operations
Knowledge of business management principles involved in strategic planning, resource allocation, leadership techniques and coordination of people and resources
Generally accepted accounting principles and procedures
Principles and practices of budget preparation and administration
Pertinent federal, state and local laws, codes and regulations
Modern methods of facilities management and utilization
Excellent planning, organization, communication, presentation, negotiation, training, supervisory and interpersonal skills
Computer literate with the ability to operate in a fully automated office environment with a high degree of accuracy and detail
Efficient and effective management of personnel resources; motivating, developing and directing people as they work; identifying the best people for the task, project or job
Recognize College-wide priorities and work cooperatively to support their accomplishment
Instill and sustain an employee and student culture that aligns with the College's Core Values through leadership and example
Read, interpret, explain and apply pertinent laws, codes, rules, regulations, and policies
Ability to communicate effectively both verbally and in writing
Organize, set priorities and exercise expert, independent judgment within areas of responsibility
Analyze problems; identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
Prepare and analyze administrative and statistical reports, statements and correspondence
Establish and maintain effective working relationships with those contacted in the course of work
Handle confidential information with absolute discretion
