Outreach Assistant Director, Bureau of Early Intervention

Outreach Assistant Director, Bureau of Early Intervention Early Intervention (EI) is a comprehensive interagency program that supports infants and children with developmental delays in their efforts to realize their full potential. It empowers families to meet their own needs, and entitles eligible children, regardless of race, ethnicity or income, to services through the program. The EIP is legally mandated under Title II-A, 2552 of Article 25 of the NYS PHL to ensure that eligible children receive therapeutic services as soon as possible, and it has been recognized as an essential service during COVID-19 by NYS. Outreach is a critical component of New York State Early Intervention (EI) regulations primarily implemented through a mandated Child Find system. Municipalities are responsible for conducting awareness and outreach activities to identify, locate, and refer children at risk of developmental delays or a disability with a high probability of a delay, to ensure families have access to services. A key tool for identifying children in need of EI Services is develop mental screening conducted by professionals of all disciplines, caretakers and parents, using a validated instrument such as the Ages and Stages Questionnaire (ASQ).
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Assist with oversight of the outreach unit including the supervision of three Outreach Associates focused on providers in 2 Care communities. Develop relationships and outreach strategies with childcare providers, health care and medical providers, community organizations, early childhood and disability organizations, other City agencies and others to identify outreach opportunities and disseminate information about developmental screening, 2 Care and EI. Attend monthly meetings organized by community partnerships and networks to foster a sustained presence in the community. Produce reports on outreach activities as requested by leadership. Coordinate Outreach Events including BEI volunteers for evening/weekend events and for specific language requests. Assist with the collection and reporting of data for Outreach Events.PREFERRED SKILLS:

Preferred Skills: Experience managing competitive procurements for a government agency Experience writing specifications or scopes of work (SOWs) for competitive procurements or contracts Experience using the PASS Port system Superior writing skills. Ability to manage a wide range of projects in a fast-paced environment. Requirements Baccalaureate Degree from an accredited college or university in Business Administration, Engineering, or Social Sciences, Health Care Specialization, Physical Sciences or related programs; and a minimum of four years of progressive, responsible experience related to Health Care Program Planning, Research, Design, Operation, Evaluation and Analysis. Master's Degree from an accredited college or university in Public Health, Public or Hospital Administration, Health Care Specialization, Business Administration or related disciplines; and a minimum of three years progressive, responsible experience directly related to health care program planning, research, design, operation, evaluation and analysis. A satisfactory equivalent combination or training, education and experience. Demonstrated skills in written and oral communication. Experienced (non-manager).
