Director, Facilities, Operations & Planning Under general direction, plans, organizes, and manages all functions and activities of the Facilities, Operations & Planning Department, including planning, design, construction, renovation, plant operations, custodial operations, and maintenance and repair of buildings, facilities, grounds, fleet, and equipment; coordinates assigned activities with other District departments, staff, and outside agencies; provides highly responsible and complex professional assistance to the Vice President, Business and Financial Affairs; supervises and evaluates the performance of assigned staff. Supervision Receives general direction from the Vice President, Business and Financial Affairs. Exercises general direction and supervision over management, supervisory, professional, technical, and administrative support staff, directly and through subordinate levels of management and supervision. Distinguishing Characteristics This Department Director oversees, directs, and participates in all activities of the Facilities, Operations and Planning Department, including short‑ and long‑term planning, development, and administration of departmental policies, procedures, and services. Qualifications Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be equivalent to a bachelor’s degree from an accredited college or university with major coursework in architecture, engineering, or a related field, plus five (5) years of increasingly responsible experience in construction management, facilities planning and management, or a related field, preferably in the public sector. Licenses and Certifications Possession of, or ability to obtain, a valid California Driver’s License by time of appointment. Knowledge and Abilities Administrative principles and practices, including goal setting, program development, implementation, and evaluation. Technical aspects of facilities planning, construction, and maintenance (HVAC, electrical distribution, plumbing, fire/life safety, carpentry, hardware, underground water, wastewater, and electrical distribution infrastructure). Principles and practices of long‑term facilities planning and maintenance. Methods and procedures related to construction and project management. Architectural and engineering plans and specifications. Applicable federal, state, local, and District laws, regulations, ordinances, policies, and procedures. Techniques for developing presentations, business correspondence, research, reporting, and information distribution. Techniques for effectively representing the District in contacts with governmental agencies, community groups, and various business and professional organizations. Techniques for providing a high level of customer service when interacting with students, staff, faculty, representatives of outside organizations, and members of the public from diverse backgrounds. Ability To Provide administrative and professional leadership and direction for the department. Develop and implement goals, objectives, policies, procedures, and work standards. Develop and monitor budgets and utilize resources effectively. Demonstrate sensitivity and understanding of diverse populations. Interpret, apply, and ensure compliance with applicable laws, regulations, ordinances, policies, and procedures. Plan, organize, control, and direct District‑wide operations related to building and facilities maintenance. Plan, organize, direct, and coordinate the work of management and technical personnel. Select, train, motivate, and evaluate staff; provide staff training. Research, analyze, and evaluate new service delivery methods. Conduct effective negotiations and represent the District in meetings with agencies, contractors, vendors, and businesses. Prepare clear and concise reports, correspondence, policies, and other documentation. Establish and maintain positive working relationships with stakeholders. Essential Duties Assumes full management responsibility for all Facilities, Operations & Planning Department programs and activities; establishes and maintains timelines and priorities; ensures compliance with standards. Collaborates with other departments to develop and implement facilities programs; prepares long‑range facility plans and funding applications. Develops and coordinates implementation of department goals, objectives, policies, and standards. Manages and participates in the department’s annual budget; forecasts funds; monitors expenditures. Selects, trains, and evaluates department staff; implements discipline and termination procedures. Improves department service quality by developing policies and evaluating delivery methods. Analyzes departmental activities; prepares technical records and reports. Attends professional meetings and district committees to stay abreast of trends and innovations. Salary Schedule Administrators. This position is classified exempt; not eligible for overtime. Physical Demands and Working Environment Non‑telecommuting. Work performed primarily in a standard office setting; requires prolonged computer use, occasional stooping and lifting light to moderate weight, and frequent communication with diverse individuals.
