This is a highly responsible position working under minimal supervision of the Dental Executive Director of the Florida Department of Health in Duval County (FDOH-Duval). A senior dentist is a Florida licensed dentist responsible for oversight in a FDOH-Duval County Dental Clinic and is responsible for providing professional oversight for clinic operations. This includes the delivery of clinical care by licensed dentists and hygienists and any other auxiliary dental staff. In addition, this position provides professional dental services consisting of examination, diagnosis, treatment planning, and care of conditions within the human oral cavity and its adjacent tissues and structures, including emergency, surgical, preventive, and restorative dental care to Medicaid Children and clients who are members of other programs in which DOH-Duval participates.
Public Health Competency Domain 1: Analytical/Assessmen t
- Makes evidence-based decisions using recommendations from the Florida Public Health Dental Program Office in planning population health services.
- Identifies assets and resources that can be used for improving the oral health in Duval County.
- Assesses community health status and factors influencing oral health in Duval County.
- Provides oversight for selecting the course of treatment for a patient, the procedures or materials to be used as part of such course of treatment, and the manner in which such course of treatment is carried out by the dentists and dental hygienists.
- Actively participates in quality assurance and quality improvement activities in coordination with the Dental Executive Director.
Public Health Competency Domain 2: Policy Development/Program Planning Skills
- Contributes to development of organizational strategic plan.
- Implements the FDOH-Duval strategic plan.
- Monitors current and projected trends in the oral health needs for Duval County.
- Works with the Dental Executive Director to appropriately and accurately implement the policies, programs, and services of the Dental Program.

- Coordinates and directs the clinical portion of dental services, including all documentation required to assure compliance with Department Dental Program expectations.

- Maintains skills and completes on-going training to maintain an active license in accordance with the Dental Practice Act.
- Responsible for overall patient dental services and staff supervision at the Wesconnett Dental Center.

- Applies public health dental sciences in the delivery of the 10 Essential Public Health Services.
- Work includes promotion and establishment of population-based dental preventive and educational programs and related dental public health activities.
- Collaborates with the Dental Executive Director to promote community and school-based preventive educational programs.
- Provides dental services consisting of examination, diagnosis, treatment planning, and care of conditions with the human oral cavity and its adjacent tissues and structures.
- Performs diagnostic, preventive, restorative, endodontic, periodontic, prosthodontic, and surgical procedures within the scope of the dental practice act.
- Develops treatment plans and maintains treatment records in accordance with the dental practice act.
- Attends and completes 100% of FDOH-Duval mandatory training by the specified deadlines.
Public Health Competency Domain 7: Financial Planning and Management Skills
- Adheres to organizational policies and procedures.
- Operates program within budget.
- Motivates colleagues for the purpose of achieving program and organizational goals by participating in clinic team meetings and respecting different points of view.
- Uses performance management systems for program and organizational improvement to meet productivity standards.
- Monitors productivity reports and if necessary, works with the Dental Administrative Team to improve productivity for the clinical staff and ensure that the productivity criteria and measures are met as set by the Dental Program in terms of number of patients per hour, RVU, or both on a monthly average.
- Maintains 100% of the time current licensure, certification and CEUs as required by the State Department of Health, the State Board of Dentistry, and specialty Boards.
- Completes or ensures that Superbills for each patient are completed and submitted to the Biller/Cashier at the end of each service 100% of the time.
- Completes clinical records by the end of each session 100% of the time.
- Completes and submits People First time sheets by weekly on Thursdays and EARs weekly 100% of the time.

- Participates in staff orientation and ongoing mentorship. In addition, it is expected that the Clinic Director works with the dental assistant supervisors to discuss/resolve ongoing issues within the clinical environment.
- Implements the medical/dental policies and procedures set by FDOH-Duval. Guides staff in interpretation of such policy; and ensures that clinical care in the clinic is provided with the scope of such policies and procedures.
- Disseminates updated clinical/dental information systematically on a regular basis to the clinic staff.
- Evaluates/Participates in performance appraisals in the clinic and raises concerns pertaining to clinical competency to the Dental Director.
- Participates in conference calls and monthly meetings (or as required) to provide regular feedback on dental clinic specific issues related but not limited to documentation, care provision, coding, staffing needs, clinic flow, patient care and patient safety.

Qualifications:
Minimum:
- Licensure as a Dentist in accordance with Chapter 466, Florida Statutes
- Active Florida DEA Certificate
