Job Description
Performs emergency management preparedness and response functions under the general supervision of the Emergency Management Coordinator. Primary duties include plan development, review, and updates; grant-related project management; development of projects to enhance emergency preparedness, response, and recovery capabilities throughout the county; development and support of the training and exercise program; provide review and guidance for licensed healthcare facility plans; provides public education. Position Responsibilities
Qualifications
Has some knowledge of County and departmental rules, regulations, policies and procedures and the ability to interpret them. Knowledge of the discipline of research, data analysis, issue analysis, etc., for the purpose of planning, implementing, and completing planning duties and grant related assignments. Considerable knowledge of Microsoft Office products, Adobe Acrobat, and mail software programs. Knowledge of the wide range of hazards and their associated risks in a community and how those impact local governmental, private organizations, and community resources. Has the ability to establish and maintain effective working relationships with volunteers, emergency management and emergency response personnel, health, medical, and social services community staff, city and county officials, the media, and the general public. Ability to communicate effectively both orally and in writing. Ability to organize and track all program requirements in an efficient and effective manner. Ability to compile and type required periodic reports and correspondence with appropriate formatting and grammar. Physical Requirements:
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires reaching with hands and arms and pushing or pulling and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, tasting or smelling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data; work frequently requires exposure to wet, humid conditions (non-weather) and exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather), exposure to the risk of electrical shock, exposure to vibration, wearing a self-contained breathing apparatus and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a quiet location (e.g. library, private offices).
Education, Experience, and Special Requirements
Associates/Technical degree in Emergency Management, or related field and moderate experience, or equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Bachelor's Degree is preferred. Special Requirements:

The County contributes 1% of employees' gross salary into the 401(k) account regardless of the employee's deferral amount. In addition, the County matches employee deferrals up to an additional 4%. Vacation Leave

Position Responsibilities
- Assist with development, review, and updates to County disaster plans on an annual basis. Plans include, but are not limited to: Emergency Operations Plan, Continuity of Operations, Debris Management, Shelter Management, etc....
- Assist with exercise planning, logistics, documentation, and development of required annual exercises utilizing the Homeland Security Exercise Evaluation Planning guidelines. Oversee production of the Incident Action Plans and After Action/Corrective Action Plans.
- Coordinate and develop emergency management related training programs in conjunction with local municipalities, response agencies, and the community college.
- Assist with research, development, and management of grant funding to support emergency response and infrastructure improvements and work with state and federal agencies for infrastructure improvements and mitigation projects.
- Assist with public outreach for emergency preparedness to include giving presentations to committees, civic groups, the public, and attendance at public expositions.
- Work closely with local emergency response agencies, medical, health, and social services agencies; federal military installation emergency services; other city and county departments; local businesses and academic institutions; local civic clubs; and non-profit faith based, and volunteer organizations to support planning and response activities.
- Respond to incidents and disasters to assist with on-scene planning in accordance with National Incident Management Systems (NIMS) guidelines.
- Oversee monthly equipment checks on response equipment and the river gauge system and assist the logistics officer as needed.
- Develop and provide training, guidance, and exercises for licensed healthcare facilities to assist with meeting state and federal mandates and provide annual reviews and feedback for their emergency plans.
- Serve on various committees representing the county for emergency planning.
- Assist with management of the Emergency Services webpage, WebEOC, and social media accounts.
- Perform assigned functions as a member of the County Disaster Ready Team (DRT).
- Perform other duties and tasks as assigned.

- Possess the NCEM Associate Emergency Management Coordinator certification or be able to obtain it within 24 months. Possess ICS 100, 200, 700 and 800 and be able to obtain 300 and 400 within 12 months.
- Possession of an appropriate driver's license valid in the State of North Carolina
