Engineer- Programming & Design/ Portfolio Optimization

Position Overview OAS is seeking three (3) experienced Engineers to support the Portfolio Optimization Section at Luke Air Force Base. These positions support installation planning, programming, project development, acquisition planning, and engineering design activities associated with military construction, facility sustainment, infrastructure modernization, and utility improvement projects. The selected candidates will manage facility and utility projects from concept development through programming and design, support installation development planning efforts, prepare engineering analyses and cost estimates, and provide technical recommendations that support informed government decision-making. This role requires strong experience in facility planning, engineering analyses, project programming, cost estimating, and stakeholder engagement across a complex military installation environment.
