Description Performs a variety of highly skilled facility maintenance and utility responsibilities. Ensuring the district’s operational efficiency, effectiveness and the safety of Golden Empire Transit District’s facilities and passenger amenities. Maintenance tasks require incumbent(s) to exercise good judgement in the field, perform duties within the limits of established policies, procedures, and guidelines, and maintain professionalism while working with the public and others contacted in the course and scope of work. Class Characteristics This classification is responsible for facility maintenance and utility work. Building maintenance, construction, electrical, plumbing, HVAC, route maintenance, landscaping, janitorial, and preventative maintenance duties for GET transit operations. Moderate level of supervision is required. Supervision Received And Exercised This classification reports to the Facilities Maintenance Supervisor and Facility Manager. Essential Functions The functions and duties listed below represent the several types of work that may be performed. The omission of specific duties does not exclude them if the work is related. Management reserves the right to add, modify, change, or rescind work assignments as needed. Daily pre-trip inspection and drive district vehicles safely in the performance of work duties. Maintains bus shelters, benches, route sign poles, and other passenger amenities. Perform work relative to installation, renovations, construction, maintenance and preventative maintenance inspections of buildings, premises, equipment, and property. Performs a variety of electrical, plumbing, carpentry, welding, hydraulic, pneumatic, HVAC, concrete, roofing, landscaping and other facilities maintenance work and repairs. Inspect, diagnoses, repair and replace a variety of mechanical equipment including vehicle lifts, bus wash, evaporative coolers, pressure washers, air compressors, paint booth, rollup doors, door closers, commercial toilet actuators, HVAC filters, water filters, and other related repairs on equipment. Perform janitorial duties including cleaning bus terminals, Bus stops, restroom sanitation, recycling, trash collection, grounds, pressure washing facility platforms, and washing fleet vehicles. Enter records and time from completed maintenance tasks using a computer terminal or cell phone for data entry.Operate a variety of hand tools, grinders, saws, drills, core drill, welders, multimeter, blower, weed eater, and other equipment such as a utility vehicle, forklift, pressure washer. Maintain bus routes, install signs, route poles, shelters, lighting systems, benches, trashcans, and bus stops landscaping. Respond to urgent route cleaning requests. Removes graffiti from District facilities, bus stops, shelters, and terminals. Perform trash collection, clean, and replace trash cans liners at various District bus stops, terminals, facilities and properties. Conducts recycling collection and sorting; transports recycling, green waste, e-waste, pallets and trash to landfill or recycling centers. Maintain flower beds, trees, landscape and grounds, perform weed control and debris removal at District facilities. Safely use janitorial chemicals and cleaners, maintain an inventory of janitorial supplies. Pick-up parts and supplies. Monitor and maintain contact with supervisors and other facilities maintenance staff. Understand and be informed regarding the Agency Safety Plan (ASP) regarding managing risk and proactively addressing safety. Conduct routine work assignments without close supervision and work independently. Maintain a professional and respectful demeanor during encounters with the public. Work outdoors in all weather conditions, from heights, and exposure to unpleasant and potentially hazardous conditions. Contact emergency first responders in case of fire, crime and/or other incidents requiring first responder intervention. Be available to work weekends/evenings/holidays as required. Report on time, as assigned. Maintain a record of daily activity, time recording including maintenance records. Maintain clean work equipment. Performs other related duties as required. Education, Training And/Or Experience Any combination of experience and education that would provide the required knowledge, skills, and abilities to perform the duties and responsibilities of the classification is qualifying. A typical way to obtain knowledge, skills and abilities is as follows: Graduation from high school or the equivalent (GED) and experience equivalent to two (2) years of construction, facility maintenance, electrical, plumbing, landscape maintenance, and janitorial work. License And/Or Certificate Valid Class C California Driver's License with acceptable driving record. Revocation of license during employment may result in disciplinary action or reassignment. Ability to obtain a certificate to operate a forklift. Requisite Knowledge And Skill Levels Knowledge of basic methods, materials and chemicals used in building maintenance, facility cleaning, ground maintenance, and landscaping. Requisite reading, mathematical and written language skills to perform the essential functions of the job. Knowledge of Cal-OSHA chemical and materials, safety data and information Knowledge of streets, landmarks, and general geography of the Bakersfield area. Knowledge of use hand tools utilized in the work of facilities maintenance. Knowledge of professional body mechanics when lifting and safe work practices. Ability to learn the district’s route schedules. Ability to review and adhere to a detailed schedule for providing route, facilities and landscape maintenance services. Ability to perform assigned preventive maintenance tasks. Ability to operate a variety of maintenance equipment including, pressure washer, garden/landscape tools, and other assigned equipment in the performance of job duties. Ability to establish and maintain cooperative working relationships with District staff and others contacted in the course and scope of work, including the public. Ability to maintain professionalism and composure, including stressful field situations and when handling disputes and complaints. Ability to communicate clearly and effectively, both orally and in writing. Ability to manage multiple priorities, efficiently organize work, and meet frequently changing deadlines. Ability to learn, interpret, explain, and apply District programs, policies, and procedures. Ability to understand and follow oral and written instructions. Ability to read and follow Cal-OSHA and other state/federal safety requirements. Ability to work early morning, late evening and/or weekend/holiday assignments. Maintain accurate records and reports. Ability to safely drive a district vehicle. Essential Physical Tasks & Environmental Conditions Exposure to extreme heat, 100°+, for up to 10 hours duration when performing repair work in summer weather. (District requires employees to wear appropriate clothing and drink liquids to prevent dehydration). (O) Exposure to extreme temperature swings, 70°-110°, for up to 5 hours duration, when leaving air-conditioned office to work outside in summer heat. (District advises that employees drink liquids to prevent dehydration). (O) Exposure to extreme noise, up to 90 decibels, when using cleaning equipment, blowers etc. (District requires that employees wear protective ear devices. (O) (District requires that employees use all required Personal Protective Equipment (PPE) while performing job duties. (F) (F) = Frequent (O) = Occasional (S) = Seldom Exposure to explosions when fueling equipment. Risk involves the possibility of being burned. (District requires proper ventilation to dispenser fumes and strict adherence to all safety rules). (S) Exposure to fumes, unpleasant odors, and potentially health hazards when using cleaning chemicals. Risk of throat or lung irritation and/or loss of consciousness. (District requires proper ventilation, the use of Personal Protective Equipment (PPE) and adherence to all required and recommended safety rules). (F) Exposure to dust and fumes when performing vehicle maintenance. Risk of respiratory discomfort. (District requires the use of a facemask). (F) Ability to lift and carry 50lbs. (F) Crawl to reach under equipment. (F) Climb stairs in and out of buses. (F) Use rollaway toolbox to store tools - push, lift, grab, and pull. (F) Use several types of hand tools - lift, turn, twist, grab, and push. (F) Climb bus steps while carrying tools. (F) Lift the bus on hoist while observing position of vehicle on the lift. (O) Operate motor vehicles. (F) Lift and move heavy or awkward items up to 50 pounds; safely operate a variety of tools and machines common to light construction and industrial maintenance; safely perform repetitive physical tasks such as manual shoveling, twisting and pushing/pulling, walking, standing bending, squatting, and kneeling; walking, bending, reaching above, and lifting (up to 50 pounds). See in the normal visual range with or without correction; vision sufficient to read printed documents. Hear in the normal audio range with or without correction, hearing sufficient to utilize telephone and/or two-way radio equipment.
