The hiring salary for Electrical Technician I is $47,573.57.

Charles County Government is seeking an experienced Electrical Technician to perform a variety of tasks associated with the construction, installation, maintenance, repair, rehabilitation, alteration, and replacement of primary and backup electrical assets such as equipment, systems, and structures. Technician will address and resolve routine preventive maintenance requirements, corrective maintenance issues, and work requests submitted by departments and agencies in a safe, efficient, and quality manner with a strong focus on customer service and in compliance with applicable codes, standards, and regulations.
Description of Career Ladder Series

Electrical Technician I to Electrical Technician II

- Two years of satisfactory conduct and performance (this includes a satisfactory rating on every category for the annual performance evaluations) as an Electrical Technician I.

- Written recommendation of the Electrical Superintendent. *

- Demonstrates technical proficiency at the journeyman level.

- Completed 100 hours of training related to the Electrical trade during the same two-year employment period.

*The written recommendation must describe the type and quality of work performed by the Electrical Technician I that demonstrates the employee is capable to work as an Electrical Technician II. Concurrence of the written recommendation is required by the Chief of Buildings and Trades.

Electrical Technician II to Electrical Technician III

-Two years of satisfactory conduct and performance (this includes a satisfactory rating on every category for the annual performance evaluations) as an Electrical Technician II

- Written recommendation of the Electrical Superintendent. *

- Demonstrates technical proficiency and has obtained a journeyman's license issued by the State of Maryland Board of Electrical Examiners.

- Completed 150 hours of training related to the electrical trade during the same two-year employment period.

*The written recommendation must describe the type and quality of work performed by the Electrical Technician II that demonstrates the employee is capable to work as an Electrical Technician III. Concurrence of the written recommendation is required by the Chief of Buildings and Trades.

Electrical Technician III

Must have and maintain a Journeyman's license issued by the State of Maryland Board of Electrical Examiners. Senior-level of the career ladder series for Electrical Technicians. An Electrical Technician III may apply for a supervisory position.
Essential Job Functions

  • Review work orders, plans, specifications, or instructions and study technical drawings and manuals to understand connections and determine work activities. Identify materials and tools required and estimate time needed to complete the work. Purchase or order materials in accordance with county procurement policies and distribute to the appropriate location.
  • Perform mandatory inspections and routine preventive maintenance to maximize the safety, productivity, and life of the assets. Examine the assets for damage, defects, or wear and to determine if additional safety or repair work is required. Document and inform supervisor of other recommended repairs.
  • Use testing instruments, visual observation, or other specialized skills and tools to inspect and identify problems, assess operational efficiency, troubleshoot, or recreate situations, and verify customer complaints before work is initiated.
  • Diagnose the cause and related symptoms of any malfunction. Advise supervisor immediately if the continued operation of the asset could be hazardous.
  • Adjust, maintain, and repair assets as directed. Install parts and accessories or perform repairs in accordance with the manufacturer's guidelines.
  • Conduct quality control and assurance procedures to confirm the repair is complete and the asset operates safely and reliably.
  • Clear, prepare, and clean work sites, removing any debris in an appropriate manner. May need to temporarily or permanently remove flooring, ceiling tiles, or other coverings to perform or complete work.
  • May lead or assist with the construct, install, repair, rehabilitate, alter, and replace electrical wiring, equipment, systems, and structures. Measure, cut, strip, splice, bend, and solder wire or cable and thread through conduit inside walls or other concealed areas. Fasten appropriate electrical box for switches or outlets.
  • Connect wires to control panels, circuit breakers, transformers, or other components. Conduct signal quality and connectivity tests.
  • Test wiring and control systems to include but not be limited to lighting, security alarm, smoke detection, and voice-data-video using testing instruments such as ohmmeters and voltmeters to ensure compatibility and safety.
  • Check asset for signs of moisture; excessive heat, noise, or vibration; and unusual odors. Inspect wiring, wiring connections, and fuse blocks for looseness and evidence of short circuiting, overheating, or charring. Tighten loose connections and make any other necessary adjustments.
  • Measure velocity, horsepower, revolutions per minute, amperage, circuity, and voltage to confirm results are within required range or below maximum limit.
  • Relocate computer systems and network drops. Install or move wires or cables as needed.
  • Document work performed in a clear, detailed but concise and timely manner. Documentation should reflect work performed by the employee or contractor and include the time, parts, and supplies used. Close work order and revise plans, specifications, and asset records as needed.
  • Responsible for the safety and cleanliness of the work area, as well as safeguarding assets. Control traffic passing near, in, or around work areas. Signal equipment operators to facilitate alignment, movement, or adjustment of materials and equipment.
  • Apply deductive and inductive reasoning and use checklists, technical manuals, or drawings and experience to estimate and compare the short-term and long-term costs and benefits of potential solutions.
  • Evaluate strengths and weaknesses of options, determine the best solution, and plan the appropriate work procedures. Consult with coworkers, customers, and vendors to coordinate and execute work activities.
  • Understand and review the implications of new information related to a solution for both current and future problem solving and decision making.
  • Perform preliminary review of packing slips or invoices for accuracy and sign or initial to confirm receipt of listed items or verify the hours and work reported as complete.
  • Cooperate with employees in other areas such as maintenance; heating, ventilation, and air conditioning; or custodial to resolve potential issues and meet deadlines with minimal disruption to customers, tenants, and visitors. Provide emergency or relief assistance to other areas as and when needed.
  • May collaborate with supervisory personnel to perform the planning, monitoring, and reviewing of the work performed by contractors to ensure compliance with contract agreements and specifications.
  • May respond to emergencies, transporting any needed tools and parts, and assess the feasibility of performing the repair. Assure adequate precautions are taken until the asset can be repaired or operate safely.
  • Support supervisory personnel by obtaining or estimating costs associated with the purchase, installation, repair, and demolition of assets.
  • May support supervisory personnel by training, guiding, and advising less experienced technicians and providing feedback on their performance.
  • May lead or aide with the design and evaluation of assets to include routing, placement, type size, gauge, balance, load, continuity, and safe operations.
  • Provide customer support and education to provide information on the safe and proper use of assets. Recommend energy conservation techniques.
  • Participate or lead meetings with customers, contractors, and coworkers to assess needs or concerns. Attend weekly safety meetings.
  • Perform other related job duties as assigned.
Qualifications, Knowledge, Skills, and Abilities

Education and Experience:

High school diploma or an acceptable equivalency diploma (GED), Completion of a Maryland Apprenticeship and Training Program or similar program related to electrical trade is preferred for all Electrical Technicians plus:

Electrical Technician I: Two years of experience with the construction, installation, maintenance, repair, rehabilitation, alteration, and replacement of electrical equipment, systems, and structures or an equivalent combination of education, experience and training.

Electrical Technician II: Four years of progressively responsible experience, performing at the journeyman-level, with the construction, installation, maintenance, repair, rehabilitation, alteration, and replacement of electrical equipment, systems, and structures or an equivalent combination of education, experience and training. The level of performance needed includes but not limited to: completing tasks with little to no supervision, solving non-routine problems, independent technical competence, performs advanced troubleshooting and diagnostics, complies with the electrical code, conducts preventive maintenance, independently handles emergency repairs and installs specialized systems.

Electrical Technician III: Journeyman license issued by the State of Maryland Board of Electrical Examiners. Seven years of progressively responsible experience with the construction, installation, maintenance, repair, rehabilitation, alteration, and replacement of electrical equipment, systems, and structures. or an equivalent combination of education, experience and training.

Licenses or Certifications:

Must possess a valid driver's license.

Department of Transportation (DOT) physical examination conducted by a licensed medical examiner listed on the Federal Motor Carrier Safety Administration (FMCSA) National Registry is preferred for all Electrical Technicians.

Electrical Technician III: Journeyman's License issued by the State of Maryland Board of

Electrical Examiners. Must maintain license to remain as an Electrical Technician III.
Special Requirements/Qualifications:

Employee will have unrestricted access to county owned, operated, and maintained facilities. Employee is required to execute all duties with ethics and integrity and must take the appropriate measures to safeguard confidential information.

Employee may need to attend training specific to a facility or the activities that occur in a facility prior to accessing the facility.

Work is subject to frequent interruptions.

Employee is subject to call back in emergencies.

Employee may be on-call during nonbusiness hours.

Additional Information
PHYSICAL DEMANDS
The work is regularly active with periods of heavy exertion and is performed in shop or field settings and may be outside. Typical positions require employees to walk or stand for long periods; lift and carry up to 50 pounds; climb stairs, ladders, and scaffolding; bend, kneel, crouch and crawl; reach, hold, grasp, and turn objects; feel the size, shape, and temperature of items; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally, to use normal or aided vision and hearing, and to detect odors. The employee needs to be agile enough to work under, in, and above equipment, systems, and structures.
